Project Manager - Leasing

General Statement of Duties and Responsibilities

The Leasing Unit is responsible for the procurement and management of all leased space for commonwealth agencies. Its activity includes planning, issuance of Requests for Proposals (RFPs) for the procurement of new leases, lease negotiation, project management, and lease administration during occupancy. Its mission is to procure space that offers the best value for the Commonwealth, in a fair, open, competitive process. The Unit leads by keeping current on knowledge of the commercial real estate market and current industry best practices. The Unit’s mission has recently expanded to be responsible for the overall strategy for office occupancy in the Commonwealth in both leased and owned property.

The Regional Planner IV, Project Manager, is responsible for the procurement and administration of real property leases for the benefit of Commonwealth agencies. The Project Manager works closely with assigned agencies to meet their needs for leased space and consistently uses their knowledge of all aspects of commercial real estate such as the structure of commercial leases, financial analysis of lease transactions, the planning, design, and build-out of tenant space; industry standards for building operations and maintenance; and lease administration to bring assigned projects to successful completion. Project Managers work in a fast-paced environment in which teamwork and effective communication is essential. Project Managers receive guidance and support from Senior Project Managers in the office, and perform related duties as required.

The Project Manager directly engages and partners with other Project Managers in programming efforts to achieve identified strategic goals, works to keep the Leasing Unit operations effective, competent, informed and productive, and consistently builds and maintains strong partner relations throughout DCAMM. The Project Manager directly contributes to creating and implementing standards for open and competitive sourcing of leased space that offer high value and durable cost effectiveness.

Duties and Responsibilities
  • Work with user agencies to gain an understanding of their leasing needs. Provide advice and assistance to user agencies in the development of their Facility Plan requests to lease space or to amend existing leases.
  • The Project Manager directly engages and partners with other unit managers and colleagues in program efforts to achieve identified strategic goals – works to make the unit effective, competent, informed, productive and to build strong partner relations. The Leasing unit partnership means that managers and Senior Project Managers collaborate to plan, forecast and prepare to meet developing challenges and to achieve strategic goals that improve the quality of individual leasing projects and unit operations.
  • Collaborate with unit managers on strategy and policies to facilitate achievement of the administration’s goals – cost-effectiveness, space efficiency, and others.
  • Work cooperatively with support staff and internal agency staff on matters relating to specific projects, and to office practices and policies generally. 
  • Prepare Requests for Proposals (RFPs) for new leases, based on the Facility Plan, in coordination with the user agency. 
  • Conduct outreach to potential proposers and respond to questions from potential proposers during the RFP advertising period.
  • Evaluate proposals received in coordination with the user agency and prepare written property evaluations for the purpose of reaching procurement decisions.
  • Oversee the landlord’s build-out of premises for occupancy and confirm that the premises are available for occupancy in accordance with the provisions of the lease.
  • Monitor landlord’s compliance with the provision of the lease during the term of the lease, including those related to the premises, building maintenance, and landlord’s services.
  • Negotiate and finalize lease amendments.
  • Respond to user agency inquiries and requests relating to leased premises or landlord performance.
  • Monitor and confirm termination of the lease and state occupancy of the premises. 

Preferred Qualifications
  • Prior experience in the field of real estate, property or facilities management, planning, or a related field;
  • Ability to motivate and negotiate with partners, landlords, and collaborators to come to agreement and deliver quality services;
  • Excellent written and oral communication skills, demonstrated ability to document and convey information concisely, and to express thoughts clearly;
  • Strong negotiation skills to achieve desired outcomes;
  • Success working in teams, leading teams, and establishing and maintaining collaborative working relationships with others;
  • Excellent organizational skills to plan and schedule work, and to maintain project schedules.
