This is limited duration recruitment. Persons appointed to limited-term positions will be designated as limited-duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

Procurement Services’ Inclusive Contracting Manager supports inclusive procurement and contracting efforts by developing and executing the City’s strategic priorities designed to provide inclusive contracting opportunity to people of color and women. The Inclusive Contracting Manager leads the development, implementation, management, and reporting of all aspects of the City’s Social Equity in Contracting Programs and serves as a key subject matter expert in inclusive procurement and contracting policies and industry best practices, as well as in the availability, capacity and development of diverse vendors and workforce.
 
The Inclusive Contracting Manager is building the team needed to develop and implement concrete diversity and inclusion strategies, initiatives, policies, and procedural requirements for engaging and increasing people of color and women in the City’s purchasing infrastructure. The Analyst II will be responsible for the successful implementation of a Bonding and Technical Assistance Program.

The City’s Bonding and Technical Assistance Program (“Program”) will assist in removing the barriers of surety bonding and available working capital by providing technical and administrative assistance to local, small, and minority businesses who would not otherwise be able to provide, on their own, the necessary bid, payment, and performance bonds to successfully bid and compete for City opportunities. The Program will provide an expansive range of technical assistance and training to better position these firms to compete, as well as working capital, through a contract financing assistance program, on City construction related opportunities.

The Analyst II will step into the existing framework created for the new Program and facilitate the process to finalize all program requirements, identify and secure funding sources to sustain the program, and work closely with Inclusive Contracting Team to secure partners that will support implementation of a program that provides fundamental services to address barriers to participating in contract opportunities. The Analyst II will be responsible for ensuring that all program funding and reporting requirements are met.

What you’ll get to do or as the Analyst II:
  • Seek out regional collaborators to develop a more robust program and to assist with Identifying avenues and partners to support the sustainability of the program
  • Work in collaboration with other public agencies, local community-based organizations, and culturally specific non-profit organizations to fine tune Program requirements.
  • Determine member eligibility requirements, program service offerings and levels of funding needed to sustain the program. Ensure compliance with all source funding requirements.
  • Finalize specifications and initiate an RFP for a Service provider contract top administer the City’s Bonding and Technical Assistance Program. Identify evaluation committee members. Negotiate and manage the awarded contract.
  • Program implementation and assessment 
  • Provide regional partner management
  • Work with internal City partners to establish necessary accounts or funds for the Program (for example: Insurance and Bond Special Fund (Fund), Line of Credit/Letters of Credit, Program Guarantee Fund for bank reimbursements and contractual requirements).
  • Develop Program board review process identify board members
  • Work with our Social Equity Performance Manager to Develop targets and metrics to measure program outcomes (i.e. community impact and effectiveness of the program)
  • Develop and execute internal and external training curriculums for the Bonding and Technical Assistance Program
  • Participate in outreach activities, vendor tradeshows, and other various community centered events.
  • Respond to inquiries and requests for information regarding the Bonding and Technical Assistance Program

COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Proof of being fully vaccinated is required by date of hire. You may request an exception, for health or religious reasons, from getting the COVID-19 vaccine at the time a position is offered.
 
Work Location
Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in May 2023, most hybrid employees will be expected to perform at least half of their work in-person. City Council approved a human resources administrative rule in January 2023, HRAR – 4.045, requiring employees, including those who are fully remote and hybrid, to perform work within Oregon or Washington. To Qualify
Applicants must meet each of the following minimum qualifications. Applicants should describe in their responses to the supplemental questions and resume how their education, training and/or experience, meets each of the following minimum qualifications: 
  1. Demonstrated experience in building relationships with local vendors, businesses, culturally specific non-profit organizations, community leaders, and regional organizations to address structural oppression in public contracting
  2. Ability and experience in establishing and maintaining highly effective working relationships with internal and external stakeholders to gain cooperation through discussion and collaboration.
  3. Knowledge of how local, state, and federal laws, regulations govern public procurement, including competitive solicitation processes (such as Invitations to Bid, Requests for Proposals, and contract management).
  4. Ability to communicate complex analytical topics to technical and non-technical audiences both verbally and in writing.
  5. Experience presenting administrative, organizational, technical, budgetary and financial data clearly and persuasively both verbally and in writing.
  6. Knowledge and the ability to provide quantitative and qualitative analysis, and to interpret data in statistical and narrative forms.
