The Division
ESD’s Integrated Waste Management (IWM) division leads one of the largest and most aggressive solid waste management systems in the United States through creativity and innovation. IWM staff collaborate with other City departments and establish strong partnerships with private companies, other government agencies, nonprofits, and the community on a variety of key efforts. Experience fast-paced work and learn new skills that contribute to the bigger purpose of protecting the environment at a local level.  
 
 
Positions & Duties
This recruitment will be used to fill one (1) Senior Environmental Program Manager position in IWM’s Business and Civic Services section. Business and Civic Services is a diverse and innovative waste management team, which includes several programs. The commercial solid waste program manages multi-million-dollar agreements that provide garbage and recycling services to San José’s businesses, including collection of solid waste, processing of organic material through anaerobic digestion and composting, and education and outreach to businesses to advance zero waste goals and to meet regulatory requirements. The construction and demolition program includes non-exclusive hauler franchise agreements, facility certifications, and a construction and demolition deposit to encourage recycling. A team of Environmental Inspectors educates and enforces the solid waste portion of San José’s Municipal Code and contracts and agreements administered by IWM. The public litter can program installs, repairs, and maintains over 1,300 public litter cans throughout San José’s business districts. The regulations program provides division-wide program support, ensuring that state laws are met, monitoring legislation and grants, and managing the Environmental Innovation Center building and tenants. The program performance support team provides division-wide clerical and administrative services. The Senior Environmental Program Manager leads and directs the Business and Civic Services team is comprised of 20 technical and administrative staff members including 3 managers who report directly to the Senior Environmental Program Manager.
 
 
Qualifications
Education: A Bachelor’s degree from an accredited college or university with major course work in environmental sciences, public or business administration, or a closely related field.
 
Experience: Six (6) years of increasingly responsible experience in overseeing and administering complex environmental programs, including three (3) years of progressively responsible supervisory experience.

Additional Information
