Description of Job
This Division of Innovation, Strategy & Delivery (ISD) is responsible for understanding and implementing business specific goals related to technology for the Department of Revenue (DOR). The Strategy Team is responsible for developing and nurturing the relationship with all divisions of DOR and serves as the primary ISD contact. The Strategy team actively facilitates and optimizes decision-making on the DOR portfolio including the portfolio of division-specific projects, services, issues and risks. They provide portfolio and project management services to meet DOR initiatives and is accountable for exceptional project management delivery, timely and accurate communication and the application of best practices to all initiatives.
We're hiring an excellent communicator to be our next collaborator in our Training and Development Specialist role on the Strategy Team! You will be creating and delivering change management, soft skills, process improvement and/or learning management system training, in person or virtually, to all ISD staff. Primary Duties:
ISD People Development Training -
- Identify and develop training for ISD's staff and people leaders to better understand and adhere to DOR's Hiring and Performance Planning processes.
- Lead the ISD bi-weekly Leadership Training Series.
- Identify and develop training opportunities for ISD staff in the areas of career progression and soft skills development.
- Administer and support the Learning Management System.
Systems Training Development -
- Develop training documents and web based training modules for major systems (DRIVES, Gentax) used by CDOR and the incident management system to create understanding and be informed timely of changes.
- Communicate system issues identified during training development.
- Guide teams on the most effective training delivery methods to meet their needs.
- Facilitate development and maintenance of annual training plans and support prioritization efforts of training needs.
Center of Excellence Training Development & Implementation Support -
- Provide training, process and implementation support for Organizational Change Management, Project Management, and Process Improvement teams.
- Discuss with ISD stakeholders regarding training efforts and build-out plans.

MINIMUM QUALIFICATIONS:
Must meet one of the following or any combination of experience/education to meet the qualifications:
OPTION 1:
- 6 years of experience in delivering, developing, and/or facilitating training, in person or virtually.
OR
OPTION 2:
- Bachelor's degree from an accredited institution in Education, Business, Organizational Development, Communications, and/or Computer Science or as determined by the Department
- Two years of professional experience in delivering, developing, and/or facilitating training, in person or virtually.
OR
OPTION 3:
- Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications:
- Instructional design experience
- Experience creating web-based training using Articulate Storyline
- Experience developing training for adult learners
- Organizational Change Management experience
- Project Management experience
- Process Improvement experience
- Experience with Google Suite
- Demonstrated verbal and written communication
- State experience collaborating across teams to develop and deliver training
