LIQUOR /TOBACCO ENFORCEMENT

Description of Job:
The professional in this position is as a certified Peace Officer - Peace Officer Standards and Training, (P.O.S.T.), that fulfills statutory responsibility to administer and enforce the Colorado's alcohol beverage and tobacco laws in a consistent and common-sense manner. It serves and protects the Colorado public and to foster a clean, healthy, three-tier industry within the state for the manufacture, distribution and sale of alcohol beverages.
 
 Liquor, Tobacco and Criminal Code Investigations:
  • Conducts investigations of liquor, tobacco criminal code and regulatory violations.
  • Conducts complex investigations that require the handling and analysis of financial records and document-heavy cases.
  • Conducts compliance checks, in both liquor and tobacco licensed establishments.
  • Conducts source investigations to determine where suspects of Vehicular Assaults or Vehicular Homicides had been drinking prior to the accident for administrative action on the licensed premises.
  • Prepares and serves investigative reports, criminal summons, legal documents and affidavits for arrest, and search and seizure warrants.
Stakeholder Outreach: 
  • Work with businesses in the industry to prevent problems and complaints, and advise owners and operators on how to correct various problems that arise in their establishments. 
  • Educate and train local licensing authorities, general public, Licensees, and other law enforcement agencies in the law and rules and regulations governing the liquor and tobacco industry. 
  • Interacts with law enforcement agencies, District Attorney Offices, liquor licensee’s and the general public on a daily basis to exchange or collect information. 
  • Interviews witnesses, suspects, complainants and the general public to detect issues, discover information and identify problems and/or violations. 
Training and On-Going Professional Development:
  • Investigator must maintain proficiency in the use of firearms and defensive tactics. 
  • Investigators must be able to properly explain and apply the proper use of force and deadly physical force pursuant to Department of Revenue (DOR) and Division policies and Colorado State Statutes. 
  • Investigator must comply with POST and DOR required training courses and certifications. 
  • Must possess and maintain the knowledge of criminal, liquor and tobacco codes and their proper application. 
  • Investigator must have experience with complex investigations that require problem solving, planning, and comprehensive decision making.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS: 
Education and Experience: 
Bachelor's degree in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department.
AND 
One (1) year of full-time professional investigative experience.
AND
POST Certification in the State of Colorado or in the state you currently reside.

Colorado statute requires that officers wishing to transfer their POST certification be fully certified in another state and have served at least one year in the last three years to be eligible for Provisional Certification. Please see the "Provisional Certification" page on the POST website for further information: https://post.colorado.gov/certification/certification-types/provisional-certification.

Substitutions:
Criminal Investigative experience will substitute for the degree requirement on a year-for-year basis.

Necessary Special Requirements:
  • Applicants must be willing to work nights, weekends, holidays, and maintain on-call status while off-duty for emergency response.
  • Must be able to qualify and maintain qualification with a firearm.
  • Certify and maintain certification in arrest control techniques.
  • Applicants must be willing and able to perform heavy lifting, carrying, or otherwise moving objects, occasionally up to 100 pounds.
  • Random drug tests may be required of all positions.
  • Candidate may be required to pass a Pre-Employment Drug Screen, psychological exam, and physical exam.
  • A current Colorado Peace Officer Standards & Training (POST) certification, or the ability to obtain a current lateral certification for out-of-state applicants, see "Residency Requirements" section for additional information.
Residency Requirements:

Preferred Qualifications:
The preferred candidate will possess the following qualifications:
  • Knowledge of Colorado rules and regulations related to Liquor/Tobacco
  • Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
  • Outstanding candidates will have recent experience with: investigations interpreting and applying statutes, and researching databases.
  • Proficiency in the Microsoft Office Suite. 
  • Proficiency in Google Suite.
  • Excellent oral and written communication and interpersonal skills

Conditions of Employment with the Colorado Department of Revenue:
