Claims Overpayments & Recovery Manager

This position will have hybrid workplace options available but will still be required to report to the listed address at the discretion of the supervisor and based on business need. This position will be expected to report to the business address listed at least 1 day a week.

Description of Job
The salary range for this posting is -
$39.97 - $45.19 Hourly
$3,197.54 - $3,615.38 Biweekly
$6,928.00 - $7,833.33 Monthly
$83,136.00 - $94,000.00 Annually 

The ESPI Overpayments & Recovery Manager will lead a team of Specialists and will report to the ESPI Branch Manager. They will be responsible for the overall performance of the Overpayments & Recovery unit and will ensure all of their staff have the skills, knowledge and tools they need and that all procedures are followed, and Service Level Agreements are met.

This Manager will be an expert on all aspects of the FAMLI program, including rules, operations and systems and will work closely with the ESPI Branch Manager to recommend and implement process improvements within their department, as well as cross-functionally. They will document and update any relevant procedures and be the primary person to partner with other cross-functional areas (including policy & communications) on anything specifically related to FAMLI benefits monetary eligibility and overpayment prevention, detection, and recovery.
 
They will have accountability for all hiring and performance management requirements for the Overpayments & Recovery unit staff. Finally, they will serve as a point of escalation for issues / questions that their staff were unable to address.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS: 

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Education and Experience:

Bachelor's degree from an accredited institution in a field of study related to the work assignment.

AND

Four years of professional experience in an occupational field related to the work assigned to the position to include any combination of the following: Creating rules and procedures from a operational level, maintaining service-level agreements, monitoring and reporting key performance indicators. This professional experience must include Benefits Claims experience including handling benefit overpayments.

Preferred Qualifications:
  • Leadership, Management, or Supervisory experience.
  • Benefits overpayment detection and recovery.
  • Identifying fraudulent activities and claims.
  • Establishing anti-fraud and fraud mitigation processes.
  • Performing alike duties as a Classified State of Colorado employee.

Required Competencies:
  • Ability to identify operational issues and challenges and to communicate recommendations for improvements to various cross-functional areas (e.g. training, information technology, etc.)
  • Judgment and decision making
  • Strong oral and written communication skills
  • Strong problem solving and conflict resolution skills
