The New York State Office of the Attorney General’s (OAG) Medicaid Fraud Control Unit (MFCU) is seeking a Confidential Personnel Assistant to provide human resources (HR) assistance to the Unit. This position is located in Albany and reports to an Administrative Officer who oversees all HR transactions for MFCU.  

The mission of MFCU is to investigate, prosecute criminal cases, and bring affirmative civil cases against individuals and corporate entities responsible for improper or fraudulent Medicaid billing schemes, as well as to investigate and prosecute allegations of abuse and neglect of residents in nursing homes and other residential healthcare facilities. The importance of this work is highlighted in the OAG’s report investigating allegations of COVID-19-related neglect of nursing home residents across New York State.
 
The duties of the Confidential Personnel Assistant will include but not be limited to the following:
·       Orientation and Onboarding: including meeting with new employees to complete and process paperwork, communicating with employees and agency staff on any outstanding items, and maintaining orientation-related documentation in accordance with applicable laws, rules and regulations.
·       Health Insurance/Benefits/Retirement: including enrolling new employees in benefits programs, distributing information about annual open enrollment periods, processing changes throughout the year, and answering questions from employees in a clear, concise, and timely manner.
·       Offboarding: including providing benefits information to employees, answering questions, processing transactions, and submitting forms to proper agencies.
·       Timekeeping: including establishing accounts for new employees in an electronic system, processing timesheets on a biweekly basis, answering employee questions, auditing timesheets and completing reports as needed.
·       Filing: including preserving documents in employee personnel files and ensuring MFCU follows the appropriate records retention and disposition schedules.
·       Workers’ Compensation: including administering the Workers’ Compensation program, answering questions from employees, and communicating with the New York State Insurance Fund.
·       Other duties as assigned.

Qualifications:
·       Prior experience with human resources/personnel functions. Familiarity with New York State employee databases, including PAYSERV, NYSTEP, HRIS, NYBEAS and LATS is preferred.
·       Proficiency in Microsoft Office applications, including Word, Excel, Outlook and Teams, as well as the ability to learn new computer applications is required.
·       Strong communication skills, both verbal and written, are required, including the ability to collaborate and communicate respectfully and professionally with OAG staff at all levels of the organization and outside agencies, including the NYS Department of Civil Service and the Office of the NYS Comptroller.
·       Applicants must be proactive, motivated, well-organized and task-oriented, including the ability to self-manage deadlines and priorities to ensure the efficient and timely completion of assignments.
·       Sound judgement with the ability to handle sensitive and confidential information with discretion.
·       Ability to work well independently or as a member of a team, must approach problem solving and interpersonal conflicts professionally and constructively.
·       Must be comfortable working in a law enforcement environment.
 
The annual salary for this position is $56,943.
