REQ-117991 ELC Contract and Fiscal Project Coordinator (Project Manager 3) Limited Duration -Portland, OR

The Oregon Health Authority (OHA), Public Health Division (PHD), Acute and Communicable Disease Prevention (ACDP) section in Portland, OR is seeking an Epidemiology and Laboratory Capacity (ELC) Contract and Fiscal Project Coordinator to coordinate, track, review, and provide updates for the epidemiology and laboratory capacity grant and COVID-19 supplements to ensure appropriate progress towards meeting grant deliverables.
 
Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. Occasionally, there may be times that the work will be conducted at the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232.
 
The Acute and Communicable Disease Prevention section (ACDP) is charged with preventing the spread of communicable disease in the State of Oregon through surveillance and epidemiologic studies as well as education and preventive actions. 
 
This is a full-time, limited duration, management services position which is not represented by a union. Limited duration positions are benefit eligible. The duration of this position is expected to end July 31, 2024, however, it may be extended depending on funds. This recruitment may be used to establish a list of qualified candidates to fill current and future vacancies.
 
What will you do?
As the Epidemiology and Laboratory Capacity (ELC) Contract and Fiscal Project Coordinator, you will develop and implement, or modify and update, structures to track complex milestones and progress towards completion of performance measures involving diverse stakeholders. You will attend quarterly Lab-Epi and ELC governance team meetings to update leadership on problem areas and strategically plan for the launch of new activities and projects. You will review contracts and spending monthly with ELC fiscal analysts and the ELC surveillance infrastructure manager and meet with program and project points of contact to ensure progress towards completion of milestones and troubleshoot related budgetary, contract, and personnel needs. In addition, you’ll serve as a contract manager for ELC-funded contracts and work closely with other entities, such as the COVID Response and Recovery Unit (CRRU) on contractual issues and monitoring.
 
What we are looking for:
Minimum Requirements
·        Seven years of professional level experience related to the class concept; OR
·        Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification; OR
·        Four years of professional level experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field; OR
·        Two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute.
Requested Skills
·        Experience in public health project management, or contract and budget management.
·        Experience utilizing project management principles, processes, and techniques; team management principles and techniques; and communication techniques to bring about agreement between divergent points of view.
·        General knowledge of the methods, techniques and procedures of program representation and coordination, methods and techniques of contract administration and procurement procedures, and principles and techniques used in budget management.
·        Experience managing multiple and large complex projects.
·        Experience assembling and leading multi-disciplinary project teams, with particular interest in teams funded by grants and/or contracts.
·        Experience recognizing technical issues that affect relevant projects and contracts and mitigate risks.
·        Experience gathering, consolidating, and analyzing facts in relation to administrative requirements.
·        Experience writing clear and concise narrative and statistical reports.
·        Proficiency in project management software applications.
·        Experience establishing and maintaining harmonious working relationships with diverse individuals within and outside of program.
·        Experience promoting a culturally competent and diverse work environment.
 
Working Conditions:
Remote, with occasional on-site work, and some travel. The position is located at the Oregon Health Authority Public Health Division, 800 NE Oregon St, Portland, OR 97232.
