Fiscal Specialist Supervisor (FSS)

The Opportunity
WSDOT is eager to hire an administrative and fiscal specialist looking to advance their career into a supervisory role to serve as our next Fiscal Specialist Supervisor supporting our Maintenance & Operations program for the Everett area. As the Fiscal Specialist Supervisor, this position will supervise and oversee a team of administrative and fiscal professionals while performing professional level financial reviews and analysis of accounting data in accordance with Generally Accepted Accounting Principles (GAAP), applicable state statutes and regulations. The successful candidate appointed to this unique position will serve a vital role in support of WSDOT’s mission to provide safe, reliable, and cost effective transportation options to improve communities and economic vitality. 
 
 What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Specialist Supervisor will:
  • Provide complex administrative and fiscal supervision directly supporting the Maintenance & Operations Superintendent, Assistant Superintendent, Maintenance Supervisors and employees. 
  • Develop and implement fiscal and administrative procedures within the area headquarters. 
  • Assist in reviewing, analyzing, and overseeing matters related to the procurement of materials and supplies required for the function of the organization. 
  • Supervise fiscal staff performing a variety of complex fiscal and administrative duties. 
  • Supervise accounts payable, payroll, leave, third party damages, oversize/overweight permits, and all related reports and records. 
  • Audit and reconcile various reports and is responsible for meeting with auditors and resolving all audit issues. 
  • Oversee consumable inventory reporting and reconciliation using Cognos Program.
  • Provide purchasing rules and policy guidance to area managers and supervisors. 
  • Evaluate and monitor utility costs and compile and prepare reports of cost for budget decision packages. 
 
Qualifications
To be considered for this opportunity, the following are required:
  • High School Diploma or GED equivalent. 
  • Knowledge of TRAINS accounting system, Payroll system, and the Over legal Vehicle Permit System. 
 
Important Notes 
  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.   • This position offers flexible/hybrid work options
  • The scheduled shift for this position is Monday – Thursday, 6:30am – 5:00pm.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
