Description of Job
The salary range for this posting is -
$31.94 - $42.85 Hourly
$2,555.54 - $3,427.85 Biweekly
$5,537.00 - $7,427.00 Monthly
$66,444.00 - $89,124.00 Annually 

The purpose of this position is to be responsible for all contract related activities in the FAMLI Division to ensure compliance with all related program, budgetary and procurement rules and requirements. This position will act as a staff authority on all FAMLI contracts and will not only provide active contract oversight by monitoring for compliance with terms, conditions, scope of work and deliverables, but will also evaluate for possible additional contract requirements and make recommendations to the Division Director for needed contract changes / amendments and new contracts. The Division Director will delegate these critical responsibilities to this individual and will rely on them to be a leader in all aspects of contract management including compliance with program, budget and procurement rules. 

The oversight will include:
  • Ensuring expiring contracts are renewed timely and any related amendments meet requirements 
  • Obtaining deliverables or verifying deliverable completion, including the timeliness, quantity and quality of these deliverables. 
  • Ensuring contractor services are satisfactorily performed and in accordance with the contract 
  • Ensuring all relevant Service Level Agreements (SLAs) are met
  • Ensuring software and hardware licenses and agreements renewal requests are timely 
  • Ensuring invoices and other financial obligations are paid timely
  • Verifying that time logged and billed is appropriate and accurate
  • Tracking the vendors’ progress and expenditures against funding streams
  • Identifying any contract risks / performance issues and engaging relevant parties when these issues are identified
  • Ensure money is allocated and spent with the correct funding codes (through Journal Vouchers and Encumbrance forms)
  • Connect with Budget and PCS in regular collaboration meetings
  • Process Requisition requests
  • Work in CDLE purchasing software, CORE and become familiar with functionality to process requests and download and read reports
  • Ensure any items purchased were received

Additionally, the FAMLI Contract Monitor will:

  • Ensure that changes in work under the contract are not implemented before written authorization (e.g. contract modification)
  • Maintaining correspondence between contract monitor and contractors relating to contract issues
  • Providing progress and final reports to the Procurement Officer
  • Approving any key personnel changes
  • Assessing relevant liquidated damages
  • Ensuring compliance with MBE/VSBE requirements

MINIMUM QUALIFICATIONS:
Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Education and Experience: 

Bachelor's degree from an accredited institution in a field of study related to the work assignment.
AND
Three years experience managing contracts and/or procurement of goods and services as well as negotiation of terms.
Preferred Qualifications:
  • SOC Contract Manager Trainer

  • Excellent written and verbal communication skills
  • Excellent critical thinking skills
  • Knowledge of and ability to utilize the tools, techniques and procedures needed to establish and monitor contracts and budgets
  • Knowledge of and ability to use the proper processes and practices for managing and administering a variety of contractual agreements.
  • Knowledge of and ability to use financial and accounting applications specific to the organization.

Conditions of Employment:
