Director of Rural Consortium

THIS POSITION IS OPEN TO CURRENT RESIDENTS OF COLORADO ONLY

This position will have hybrid workplace options available however it will be expected to report to the listed office address 3 days a week or based on supervisor or business need.

 This position will occasionally be required to travel overnight for business purposes.

Description of Job
The salary range for this posting is -
$45.87 - $60.11 Hourly
$3,669.69 - $4,808.77 Biweekly
$7,951.00 - $10,419.00 Monthly
$95,412.00 - $125,028.00 Annually 

   Facilitate the organization, direction and development of the 52 Counties that make up the Colorado Rural Workforce Consortium (CRWC). Supervise and provide direction, guidance and support to the local sub-area directors of the 11 subregions. Supervise and provide direction to the CRWC Administrative staff charged with managing the Consortium’s grants, budget, policies, staff development, WIOA and other federal funding grant plans and reports, leases, and management information system. Works strategically across the entire workforce region with the CRWC Board, Local Elected Officials, and Consortium leadership staff, driving results within the local communities serving jobseekers and business/industries to meet the workforce and economic development needs. Works cooperatively with relevant professional and community based organizations; federal, state, county and municipal agencies; private sector business and non-profit institutions to include, but not limited to Universities, State Colleges, Community Colleges, K-12 School Districts, Economic Development partners, Chambers of Commerce, Human Service partners, Justice System, Vocational Rehabilitation, etc. Foster collaborative relationship between CRWC and other Divisions within CDLE and other State Departments. Effectively communicate with and deploy communication strategies between local sub-directors and the Consortium Board. Effectively communicate with the Workforce Development Council: Regional Directors and designated workforce staff with community leaders, local elected officials, business leaders and other influential parties to ensure the needs of the communities within the CRWC are widely known and properly addressed. Perform analysis relative to public policy, social services systems, and program evaluation. Employs public relations skills, which result in the facilitation and enhancement of private/public sector collaboration. Oversees the development, deployment and maintenance of an array of career services, employment services and resources to assist the Colorado workforce system with career navigation and job searches so that the CRWC can enhance the customers career and economic standing. Responsible for ensuring that the CRWC provides demand driven operations and business driven workforce solutions. Accountable to identify, anticipate and respond to emerging social trends relative to employment and training, such as labor market shifts, unemployment levels and emerging occupational areas that are in demand. Responsible to oversee and lead the tabulation and analyzation of monthly quantitative and qualitative measurements of success and results through monitoring and evaluating grant compliance, performance and funding. Oversee CRWC budgets and expenses to ensure allocation of grants is done accordingly, expenditures are allowable and all grants are spent within the appropriate time frame. Adjust accordingly to ensure overspending does not occur. Responsible to understand and stay up to date with the federal workforce development legislation, state employment and training programs and policies and the numerous related rules and regulations to ensure that the CRWC is in compliance with any and all financial requirements of the funding streams that the CRWC receives.

MINIMUM QUALIFICATIONS: 
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required general experience on a year-for-year basis, but not the two years of specific experience.

Education and Experience: 

Bachelor's degree from an accredited institution in a field of study related to the work assignment.
AND

Six years of professional experience in an occupational field related to the work assigned to the position to include: workforce related public programs. Two of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

Preferred Qualifications:
  • Experience with oversight and managing Federal and State Grants
  •  Workforce Development and Human Services Experience in grant programs to include but not limited to Workforce Innovation and Opportunity Act (WIOA), Wagner Peyser (WP), Trade Adjustment Act (TAA), Trade Readjustment Allowance (TRA), Migrant Seasonal Farmworker (MSFW), Employment Support Fund (ESF), Temporary Aide for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), other federal and state discretionary grants or other related programs, etc.
  •  Professional experience building and maintaining public grant funded programs.
  •  Experience with Business Outreach and Stakeholder Networking.
  •  Experience with local workforce boards, understanding of governance and compliance.
Required Competencies:
Knowledge:
  • Expertise working within the public workforce system services, experience and understanding of overseeing federal and state grants to include performance, compliance and spending rules and regulations.
  • Comprehension of federal regulations, OMB Circulars, TEGL’s and PGL’s
  • Expertise working with public workforce system partners to include, but not limited to Education, Human Services, Economic Development, Chambers of Commerce, Business/Industry, Non-Profits, etc.
  • Understands and appropriately applies procedures, requirements, regulations, and policies; maintains credibility with others on matters; and uses appropriate processes and procedures, or systems. 
  • Applies systematic and operational skills and practices when necessary to lead the organization.
  • Broad understanding of building strategic plans, setting strategic priorities and developing and implementing grants and programs. 
  • Expertise in diversifying funding opportunities through resourcing partnerships, applying for grants, etc.

Skills:
  • Facilitation: Ability to facilitate in a multitude of different settings to include, but not limited to: Workforce Board Meeting, All-Staff Meetings, State Director Meetings, Economic Development Meetings, etc. 
  • Planning and Organizing: Must be able to plan and organize the work of the work-unit and groups, using goal setting, objectives, targets, creating work schedules and work-plans with associated budgets and resources, according to the CRWC’s procedures, to achieve the tasks, functions and results/outputs required of the CRWC.
  • Skills with the following platforms: Connecting Colorado, Google, Microsoft Office Suite, Premier Virtual, etc.
  • Program and Technical Guidance: Ability to comprehend, understand, and communicate policies and procedures within federal funding streams such as Workforce Innovation and Opportunity Act, Wagner Peyser, Trade Adjustment Act, Migrant Seasonal Farmworker program, etc.
  • Business Writing: Ability to write strategic plans, work plans, business, emails, scopes of work, etc. 
  • Communication: Ability to effectively communicate verbally and through written means with staff and partners alike.
  • Leadership: Ability to effectively supervise, mentor, and coach. Managing and documenting staff to the highest performance levels and holding them accountable. The ability to demonstrate motivation in teams, oversee processes, guide initiatives and steer employees toward the achievement of goals.
  • Problem Solving: Ability to handle difficult or unexpected situations in the workplace as well as complex business challenges. Assess the issue/situation and demonstrate the ability to identify solutions. 
  • Analytical/Critical Thinking: Ability to investigate a problem and find the ideal solution in a timely, efficient manner. 
  • Public Relations: Facilitation and enhancement of private/public sector collaboration and funding diversification opportunities. Experience and skills with Social Media Platforms.
