About the Position:
Under the general supervision of the District Maintenance Engineer, a Senior Transportation Engineer, the successful candidate will lead the delivery of Minor B (contracts of $388,000 or less) Capital projects and may provide design support on Major Damage Restoration Emergency Opening (E.O. aka "Emergency Projects") projects. Development and delivery of Minor B contracts includes independently producing Plans, Specifications, and Estimates (PS&Es) for small roadway infrastructure, traffic safety/operations, occasionally facility improvements/repairs, and related projects. This includes applying for and acquiring all necessary supporting documentation from Right of Way, Surveys, Geotech, Traffic Management, Environmental, and any other applicable support units in order to advance projects from initiation to delivery and providing design support through construction. Projects will often address Senate Bill 1 (SB1) assets including but not limited to: pavement restoration; bridge; guardrail end treatments and other traffic devices - signs, signals, lighting, and TMS Elements; culverts and other drainage facilities. The support of E.O. projects may consist of working in the field to determine scope or alternatives of repair/restoration, providing support and guidance to Maintenance field forces or other Project Engineers from the squad, and assist Construction in the administration of Emergency Projects. The ideal candidate will have a well-rounded background in several subject areas of Civil Engineering, good working knowledge of MicroStation, Civil3D, and other CAD related software.

What You'll Do:
  • Responsible for delivery of District 5 Minor B projects as part of a typical $3 to $7 million annual budget in projects that total $388,000 or less per contract.
  • Required to: independently investigate and assess problems; initiate projects; prepare the plans, specifications, and estimate; and provide contract support during the bidding process and construction.
  • During construction you will verify that the project goals are achieved and assist in monitoring the budget.
  • Infrastructure work, facility improvements, safety, operational improvements, and traffic electrical projects are the typical focus of the Minor B Program.
  • Culvert replacement/rehabilitation, signal upgrades or modifications, small paving projects, bridge and wall repairs, debris control structures, and safety projects describe the typical design work.
  • Delivery of projects may be via typical design-bid-build process or emergency approval process.
  • Development and delivery time-lines will typically vary between approximately 8 months down to several days, depending on urgency of the deficiency. Because of the wide variety of assignments the applicant must be comfortable with independently researching and applying new information.
  • Respond to Caltrans field Maintenance concerns by reviewing the problem, assessing the work required and evaluating whether Maintenance field crews can perform the work with assistance or whether a contract needs to be initiated.
  • May be required to lead or assist with assessing existing and potential hazards to the traveling public and facilities including immediate field response to failing pavement and drainage, landslides, slipouts, and other Major Damage incidents.
  • In responding to emergencies, you may work directly with Maintenance, available Construction resources, Headquarters, FHWA, the Highway Patrol, and Public Affairs to provide a safe environment and to minimize damage to facilities.
  • When there is inadequate Construction staff to oversee construction, you may be called to direct force account work, usually under the direction of a Construction Resident Engineer. Reassess and modifies design work in the field as changing situations dictate.
  • Draw on the support of other functional unit expertise, produce a force account analysis and/or estimate, and develop plans with a sufficient level of detail to allow for successful construction and contract administration given the time constraints of the emergency situation.
  • If field assistance is required travel will often be required, in some instances for many days/weeks. These projects vary in size from small Minor B projects to multi-million dollar projects.
