Grant Service Agreement (GSA) Manager

The City of Somerville is receiving $77 million in American Rescue Plan Act (ARPA) Coronavirus Local Fiscal Recovery Funds (CLFRF), to be managed by the Grants Development Office of the City’s Finance Department. Support is needed for the development and oversight of grant agreements and other activities related to the administration of funds being awarded to our community nonprofits. The office also needs support with review of reporting materials, payroll documentation, and other materials. The Grant Service Agreement (GSA) Manager, reporting to the Director of Grants Development and External Funds, will be responsible for these roles, and potentially additional related responsibilities as more ARPA-funded programs move forward. Prior grants administration experience and/or financial documentation administration is a plus. This is a full-time position with full benefits, funded using ARPA funds (through December 31st, 2024).

Essential Functions:

  • Develop and oversee execution of grant service agreements; work with ARPA Programmatic Specialist and various departmental staff to refine and finalize materials for inclusion in the ARPA agreement documents for nonprofit organizations; field questions from the nonprofits regarding grant agreements and related documents
  • Assist with review of applications from nonprofits organizations to the City’s ARPA portal, track awardees and approved amounts, and request additional materials from applicants as needed
  • Monitor agreements for financial and programmatic requirements, follow up with external parties as needed to secure missing documentation or information
  • Review backup documentation, such as timesheets and weekly department budgets, for ARPA-funded personnel projects; assist Financial Analyst with review of other ARPA documentation as needed
  • Enter requisitions and process for payment accounts payable against authorized purchase orders and executed city contracts and grant agreements, as needed
  • Assist with preparation and submission of quarterly compliance reports and other reports as needed
  • Other responsibilities as determined by supervisor

Recommended Minimum Qualifications:

Education and Experience:
Bachelor’s Degree in business administration, accounting, finance, program administration, or a similar field, and at least five years of applicable experience; or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Prior grants administration experience and/or financial documentation administration preferred.
Knowledge, Abilities, and Skill:
  • Knowledge:   Municipal operations; accounts payable and auditing; grants administration; knowledge of MS office, including Excel, and Adobe Acrobat suite. Familiarity with federal grant programs and ARPA Program preferred.
  • Abilities: establish and maintain effective and harmonious working relationships with diverse stakeholders regarding strategy, policy, and operations; work independently; manage multiple tasks efficiently, prioritize, and balance short- and long-term responsibilities; carry out assignments to completion in an efficient and accurate manner; communicate and collaborate with executive-level individuals; interact with the public effectively and appropriately; problem solve and think strategically, analytically, and creatively; learn new concepts quickly; collaborate, build consensus, and lead; be self-motivated and organized; handle problems and emergencies; maintain confidential information; and maintain, manage, and organize records.
  • Skill:  proficient in operating personal computers and applicable word processing, spreadsheet, and statistical analysis applications, specifically MS Excel; excellent written and oral communication, facilitation, and public speaking skills; excellent data analysis, strategic thinking, problem solving, leadership and project management skills. Multilingual skills a plus.

Work Environment:

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Employee may be required to work beyond normal business hours to attend evening meetings or complete work assignments.

Physical Skills:
Minimal physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. There may also be some occasional lifting of objects such as office equipment or photocopy paper (up to 30lbs.).
Motor Skills:
Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer and/or most other office equipment including word processing, filing and sorting of papers.
Visual Skills:
Visual demands require constantly reading documents for general understanding and analytical purposes.

Salary: $81,182.41 annualized + benefits
