EPA SNEP/Algal Bloom Data Fellowship

EPA Office/Lab and LocationA part-time research opportunity is available for a current master's student or recent master's graduate at the U.S. Environmental Protection Agency's (EPA) Region 1 Water Division's Southeast New England Program (SNEP) in conjunction with EPA's Office of Research and Development's Atlantic Coastal Environmental Sciences Division (ACESD) and EPA’s Region 7. While the opportunity is joint, the selected candidate would be seated at EPA Region 1's Water Division located in Boston, Massachusetts. The candidate should live within, or be willing to relocate to, commuting distance from the opportunity location. No relocation allowance will be provided. 


Research Project: The selected applicant will have the opportunity to contribute research to projects of regional and national importance including, but not limited to:

  • Southeast New England Program Grants Database Project: Assist SNEP in revitalizing and keeping up-to-date its grants management database (currently Access based) by providing insight into options for grants/contract and monitoring data management, analysis, and visualization, including potential migration away from Access; suggesting and implementing analyses and tools to improve SNEP's grant management, trends analysis, results evaluation, and communications; and by providing insight to SNEP through data analytics and queries.
  • Harmful Algal Bloom Data Project: Support ORD's study of harmful algal blooms by cleaning, investigating, analyzing, and interpreting water quality data from a set of urban ponds from across the country; compare and contrast ponds across regions and assist in writing and communicating the results of the project.

  • Understanding of a variety of water quality and habitat remediation practices
  • Data visualization (i.e., Qlik, R, Power BI, Python) - Statistics

Appointment LengthThe appointment will initially be for one year and may be renewed up to two years upon EPA recommendation and subject to availability of funding.

Level of ParticipationThe appointment is part-time (20 hours per week).

Participant StipendThe participant will receive a monthly stipend commensurate with educational level and experience. At this time, graduate students would receive ~$50,089/year and recently master's graduates would receive ~$61,268/year.  Some travel and training funding may be provided depending on need and budget. EPA Security ClearanceCompletion of a successful background investigation by the Office of Personnel Management (OPM) is required for an applicant to be on-boarded at EPA.

ORISE InformationThis program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and EPA. Participants do not become employees of EPA, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

ORISE offers all ORISE EPA graduate students and Postdocs a free 5-year membership to the National Postdoctoral Association (NPA).

The successful applicant(s) will be required to comply with Environmental, Safety and Health (ES&H) requirements of the hosting facility, including but not limited to, COVID-19 requirements (e.g. facial covering, physical distancing, testing, vaccination).

Qualifications

The qualified candidate should have received a bachelor's or master's degree in one of the relevant fields, or be currently pursuing a master's degree. Degree must have been received within five years of the appointment start date. 

Preferred skills/experience:

  • Desired educational background includes courses in statistics, GIS, data visualization, computer science, ecology, biology, chemistry, database management.
  • The ideal candidate would either be in the process of completing a master's degree or recently completed a master's degree.
  • Experience with Microsoft Office Suite, statistical software (i.e. R, Shiny, Python, Power-BI), GIS (and ArcGIS Story Map), database management (i.e. Access), data visualization (i.e. Qlik, R-Studio, Power BI, Python), science writing, and organizational skills.
