The Oregon Department of Environmental Quality has a full-time opportunity available for a Stormwater Quality Specialist (Natural Resource Specialist 3). This position will be located in Coos Bay, Eugene, Medford, or Salem, Oregon (finalist may choose work location).

There are 3 regions (Northwest, Western, and Eastern); this position is in Western Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.

What you will do!
You will review permit applications and associated stormwater pollution control plans, analyze the applications and associated plans for their technical merit, approve permit applications and associated plans based on their technical feasibility to minimize pollutant delivery to regulated stormwater discharges, and assign permits to industrial, municipal, and construction activities with regulated stormwater discharges. You will determine the compliance status of facilities by conducting inspections and analysis of water quality monitoring data. You will provide technical review of plans and reports, work with regulated industries and provide technical assistance on effective stormwater pollution control measures, and consult with regulated operations on applicable laws, rules, and program requirements for achieving compliance.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 3 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:
- Experience working with 1200-C, 1200-A, and 1200-Z stormwater permit applications, including evaluating them and providing technical assistance.
- Experience working with Erosion and Sediment Control Plans (ESCPs) and Stormwater Pollution Control Plans (SWPCPs).
- Experience conducting inspections to determine facility compliance with permit requirements.
- Experience and knowledge of state enforcement practices.
- Ability to relate technical issues to policies for stormwater management, and an ability to present complex technical information and controversial environmental issues to audiences unfamiliar with the subject matter.
- Experience working with state and/or federal requirements for stormwater management.
- Experience representing an agency or organization in meetings with the public, regulated community, and/or other organizations.
- Excellent verbal and written communication skills; skill and experience in writing complex technical reports that include analyses, recommendations, and conclusions about natural resource data.
This position will be based out DEQ’s Western Region. Work is primarily in an office and field setting. There will be frequent travel to industrial, municipal, and construction sites, as well as their stormwater management/disposal systems throughout the Region. Field work will occur in all types of weather at sites where wastes and heavy equipment may be present. There will be occasional travel for public hearings, visits to other DEQ regional offices, conferences, trainings, and meetings. There may be some evening work, overnight stays, and/or weekend work. DEQ may allow hybrid work environment opportunities that would need to be discussed with and approved by the DEQ manager prior to hiring.
