IT Application Developer - Journey (In-Training)

The Information Technology Management Unit within the Water Resources Program (WRP) at our Headquarters building in Lacey, WA is currently looking to fill a permanent Application Developer – Journey (In-Training) position. We are a cross-functional team of 10 professionals who are dedicated to providing advanced software applications to support the WRP’s scientists, engineers, inspectors, and policy makers.

In this role, you will work in a supportive and professional environment with fantastic people who are passionate about the environment, understand the importance of work-life balance, and are focused on continual improvement and learning. You will contribute to diverse projects using the Microsoft development stack and agile methodologies to tackle some of today's most challenging and exciting IT systems. Your work will directly support the creation of a new Water Adjudication System from design to deployment that is focused on quantifying water allocation in select areas of Washington State.

Duties


What makes this role unique? 
As a key member in the Water Resources Information Technology (WRIT) Unit, you will design, develop, maintain, and enhance applications for the Water Resources Program (WRP) focusing mainly on designing, programming and deploying a new Water Adjudication System.

What you will do: 

  • Provide web application development and support using an agile work environment.
  • Independently gather end-user requirements and design complex computer systems to best meet business needs. 
  • Maintain up-to-date knowledge of current technologies ensuring the team has awareness and opportunity to implement best practices related to data management and application development.
The team works in close collaboration to support all of our IT systems, ensuring many opportunities for additional training.

Qualifications
Required Qualifications:
This is an In-Training position: The goal class for this position is at the journey level. We will consider applicants who meet the requirements for both the journey and entry levels. If the finalist meets the requirements at the entry level then they will be hired as an Entry level Application Developer and will be placed in a training program to become a Journey level Application Developer within a specified period.

At the Application Developer – Entry Level - Salary Range – 04IT – ($5,911 - $7,754) – (In-Training)

Option 1: Two (2) years of experience in computer application development and maintenance. Experience may include some or all of the following: analyzing, designing, implementing, maintaining and/or programming software applications.

Option 2: An Associate’s degree or higher in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field; OR completion of a two (2) year accredited vocational training program in IT or related program.

*Additional combinations of education or accredited vocational training, as listed above, can substitute for all but one (1) year of experience.

All experience and education combinations that meet the requirements at the Entry level for this position:

Option 2: An Associate’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field; OR completion of a two (2) year accredited vocational training program in IT or related program AND two (2) years of experience as listed above.

Option 3: A Bachelor’s degree or higher in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field AND one (1) year of experience as listed above.

*Additional combinations of education or accredited vocational training, as listed above, can substitute for all but one (1) year of experience.

Desired Qualifications:

  • Completion of training classes with a focus on increasing programming skills.
  • Completion of business analyst training classes or interest in taking training.
  • Experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/Javascript for mobile applications. 
Note: Having some (or all) of this desired experience may make your application more competitive in a highly competitive applicant pool.
