Description of Job
The Lottery's mission is to maximize the proceeds from Lottery game sales to support the Lottery's beneficiaries for the good of all Coloradans. It is the Sales Department's purpose to distribute and sell Lottery games of chance that are held to the highest standards of integrity, entertainment and efficiency, in order to maximize proceeds for the people of Colorado and to support the retail network with the tools and information they need to maximize the sales of Lottery products. 

Primary Duties:
The professional in this position will fill in as needed to cover vacations for other Lottery sales reps and will travel within the State of Colorado with some overnight stays as required. 
Use your excellent organizational skills to manage your workload independently as a Lottery Sales Representative. Your ability to problem solve issues and provide excellent customer service will allow you to maintain positive retailer relationships. Your ability to remain flexible and communicate with ever changing technologies, routes and processes will aid you in keeping work updated and customers informed.

Territory Management:
  • Manages a territory of 100 to 135 Lottery retailers.
  • Utilize data from reports to identify retail locations that have the most sales potential to increase Lottery sales and proceeds.
  • Communicates and enforces Lottery policies and procedures with retail locations. 
  • Executes the Lottery’s High Five Sales call for Scratch inventory management and merchandising techniques that are used at retail outlets. 
  • Installs new Scratch ticket dispensers and/or improves the presence of existing ticket dispensers 
  • Educates all retailers within their individual territories on Lottery operations, procedures, Lottery terminal operations and functions and sales strategies/techniques.
Retailer Management and Promotions :
  • Markets and sells Colorado Lottery products. 
  • Rotating products, removing defective and out-of-date products and updating displays.
  • Serves as a liaison, providing customer service, between the retailer, player, and the Colorado Lottery including resolving issues.
  • Recruits and secures new Lottery retailers. 
  • Check-in with store decision maker, check-in delivery, obtain signatures, collect proof of delivery
Frequent Tasks:
  • Works independently in the field to provide sales consulting and customer service to retailer’s within their territory.
  • Utilize Lottery provided technology and tools to assist in decision making to increase sales.
  • Participating in on-going training and maintaining a thorough knowledge of the latest sales strategies and departmental policies/procedures.
  • Makes recommendations to improve Lottery operations and marketing/sales plans to ensure Lottery proceeds are maximized.
  • Completes required vehicle maintenance/repairs for their assigned vehicle as described by the state fleet.
  • Safely maximizing sales and minimizing waste
This position has access to a State vehicle. This position is provided a salary plus a yearly bonus based on achieving sales goals.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS: 
 
Bachelor's degree from an accredited institution in Sales & Marketing, Business or a closely related field as determined by the Department.
AND
One year of professional experience in sales or marketing.
Substitutions:
Additional appropriate experience in sales and/or marketing will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education in sales & marketing and/or business will substitute for the required experience on a year-for-year basis.
 Necessary Special Requirements:
  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions
  • Must be willing to work occasional weekends and holidays, if needed, and be able to go on overnight travel
  • Must live within 25 miles of Denver Metro
  • Must be able to lift up to 20 lbs
  • Must possess and maintain a Colorado driver's license
  • Applicants and immediate family members must comply with restrictions on game play
  • Applicants and immediate family members must ensure compliance with appropriate Lottery laws and rules, including conflicts of interest
Preferred Qualifications: 
The following are preferred and not required:
  • State experience in a marketing role

  • Verbal communication and interpersonal skills

  • Customer service skills

  • Route Sales/Retail Sales experience

  • Ability to work independently and accept supervision

  • Ability to organize and track workload

  • Experience with change management

Conditions of Employment with the Colorado Department of Revenue:
1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
