Summary

The Auditor position provides direct support and assistance to other auditors/investigators/managers and conducts research on policy, program, and case related issues and questions, and gathers and evaluates data relevant to specific cases. Auditor's plan, conduct, and coordinate civil/criminal investigations/audits to ensure maximum compliance with the Employee Retirement Income Security Act of 1974 (ERISA) and criminal provisions of the U.S. Code as they relate to employee benefit plans.

Major duties include but are not limited to:

GS-511-09:
Plans, conducts, and coordinates civil and criminal investigations or reviews of small single or multi-employer plans or service providers.
Researches and reviews a variety of background materials, plan reports, case files or previous audits/investigations, and other information related to the entity being reviewed, as well as applicable policies, regulations, and guidelines.
Initiates contacts and holds discussions with plan officials, their financial and legal representatives, and banking, insurance company, securities and investment firm, and real estate company, and other fiduciary and service provider representatives.
Examines records, plan and service provider operations, financial and accounting systems and operations, reports, and other data necessary to assess the appropriateness or inappropriateness of specific issues or transactions being audited.
Develops complete audit/investigative reports or, as a team member, portions of larger reports.
Participates in meetings and conferences with plan officials and their legal and financial representatives.
GS-511-07:
Under the direction of experienced auditor/investigator, conducts research and analysis or issues and questions related to civil and criminal investigations/audits and financial examinations of employee benefit plans, service providers and other financial entities.
Develops background information from plan reports, financial data, official documents, system reports, etc.
Meets with a variety of people to schedule investigative/audit steps and to obtain factual information.
Reviews and summarizes financial data, reports, and documents related to transactions under investigation.
Secures signed statements and documentary evidence for inclusion in final reports or case records.
Drafts portions of reports of investigation/audit findings for use in final reports prepared by senior staff.

Qualifications

Applicants must meet the Basic Requirement listed below:

Basic Requirements for Auditors

  1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
  1. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  2. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  3. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  4. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement above, applicants must also have 1 year of specialized experience equivalent to at least the next lower grade level in the Federal Service or meet the education requirement listed below or have an equivalent combination of education and experience.  
Specialized experience is experience in or directly related to the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

For the GS-7 level, Applicants must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service.

Examples of specialized experience include:
-Experience that provided knowledge of laws, policies, and regulations.
-Knowledge of auditing principles and techniques.
-Experience in research principles and techniques and the ability to gather and compile data.
-Experience analyzing data to assess, provide hypothesis, formulate theories, etc.
-Experience reviewing reports, documents, etc. looking for similarities, differences, trends, etc.
-Experience in identifying and analyzing problems.
OR 
1 year of graduate level education in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work;
OR
Superior academic achievement (S.A.A); information regarding S.A.A can be found in OPM’s General Schedule Qualification Policies.

For the GS-9 level, Applicants must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal Service.

Examples of specialized experience include: 
-Experience that provided knowledge of laws, policies, regulations, and precedents affecting private sector ERISA covered employee benefit plans.
-Experience participating in investigative projects, audits, involving ERISA covered employee benefit plans.
-Knowledge of investigative and auditing principles and techniques.
-Experience in researching and reviewing ERISA specific reporting and disclosure documents, and other ERISA related court case filings.
-Experience in identifying, analyzing, and solving problems, determining accuracy and relevancy of information and generate alternatives.
OR
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
