Film Commissioner

Location: 8200 Bryan Dairy Rd., Largo, FL 33777
The St. Pete Clearwater Film Commission is a specialized office and department of Visit St. Pete Clearwater (VSPC), the Destination Marketing Organization for Pinellas County. The Film Commission is tasked with promoting the region through the development of film, video, and multimedia production. The person in this position will manage, direct, and coordinate the activities and operations of the Film Commission to position the County as a premiere destination for film, television, commercials, digital media, documentaries, still photography shoots, music videos, student films, and corporate productions. This point person will represent the County, acting as a liaison between film and media productions. Duties include managing staff that assists with locations, scouting, film permits, an online database of crew, location photographs and videos. This position interacts with local, state, and federal governmental agencies, and the private sector and provides industry resources and information to the production community. This position requires travel, as well as work during evenings and weekends, as necessary to accomplish established goals.

Essential Job Functions
  • Develops and implements a comprehensive marketing strategy to promote the County to producers of film, television, commercials, digital video, and print advertising and interfaces with local municipalities, the public, the production community, businesses, and other County departments to promote locations, crews, businesses, and talent;
  • Develops and implements a comprehensive advertising strategy with industry trade publications and digital outlets to promote the County to producers of film, television, commercials, digital video, and print advertising;
  • Represents the County at state, national, and international film festivals, conferences, and trade shows, and seeks new opportunities for cooperative marketing activities;
  • Establishes procedures for permitting filming projects within County and municipalities, maintains liaisons with many governmental jurisdictions, and coordinates on behalf of filming projects with state and federal agencies to obtain proper film permits and maintain compliance with regulations;
  • Manages daily operations of the Film Commission, including information resources to handle inquiries from producers, general citizens, students, and members of the production community;
  • Maintains up-to-date indices, guides, publications, and production guides, oversees correspondence, and oversees responsibilities of expediting timely responses to inquiries, maintains a high-quality location photo library and up-to-date website, tracking economic impact, and maintaining client data bases;
  • Promotes and manages Business Development Program to local, national and international studios, producers and production companies to attract productions to the County, build the local workforce and promote the area as a tourism destination;
  • Supports, develops and maintains relationships with local film festivals to draw filmmakers, producers and tourists to the destination, showcase the area and build the local film community;
  • Maintains and develops relationships with industry trade groups and other associated organizations to build the local industry and continue to develop a strong film, commercial, digital video production community;
  • Generates public relations activities on a regular basis, including, but not exclusively, news releases to local and national trades, newsletters to local partners and the public, website, speeches to community groups, and media interviews;
  • Generates inbound familiarization (FAM) tours of out of town producers, studios, and production companies to showcase the destination as a location for film, TV, digital video and commercial content;
  • Develops and creates video content for YouTube, social media, the website and other platforms to promote and showcase the destination, educate the public and production industry about filming in Pinellas County;
  • Develops and implements innovative strategies to showcase Pinellas County and grow the local industry;
  • Maintains and supports a workforce development program to educate, train and enhance the regional workforce of the film, TV, digital video and commercial industry;
  • Assists any production company with any resources it requires about permitting, locations, accommodations, and/or crew, to facilitate filming on schedule and on budget and to create a filming experience that will lead to repeat and referred business;
  • Creates annual sales plan and budget to effectively implement strategies and goals of the Film Commission within the broader spectrum of tourism promotion and VSPC as a whole.
  • Prepares and submits monthly report on the activities, industry trends and other important information and presents the report to the Tourist Development Council (TDC), as necessary;
  • Maintains close working relationships with international, national and state film commission(s) and associations to target areas of industry growth potential and to assist with coordination of programs that further industry growth;
  • Performs other related job duties as assigned.
Position Specific Requirements
  • Eight (8) years of professional experience in film producing, film development, coordination, media operations, communications, or directly related field that includes team leader, supervision, or supervisor training; or
  • An Associate’s degree in film, marketing, business, communications, or related field and six (6) years of experience as described above; or
  • A Bachelor’s degree and four (4) years of experience as described above; or
  • An equivalent combination of education, training, and/or experience.
  • Florida Driver's License or Florida Commercial Driver’s License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other knowledge, skills, abilities, and credentials required for a specific position.
Highly Desirable
  • 5 years of experience promoting a destination through film and media.
  • Degree or Advanced Degree (MA or MFA) in Film and Television
  • Film Commission Fundamentals, Film Commission Professional certifications
  • 5 years of experience utilizing Microsoft and Adobe software
Knowledge, Skills, and Abilities
  • Knowledge of general marketing practices, appropriate media, and public relations;
  • Knowledge of film and video production technical needs;
  • Knowledge of film finance, sales and distribution;
  • Knowledge of organizational budgeting and financial practices with the ability to apply and manage a multi-million dollar budget;
  • Knowledge of local, state, and federal ordinances affecting filming, particularly in water, on shorelines, and protected habitats;
  • Knowledge of word processing and database management systems;
  • Ability to apply computer applications and software;
  • Ability to represent the Film Commission professionally at any industry or community forum, with skills to interact with diverse groups;
  • Ability to exercise judgment and discretion in interpreting and applying County policies and to exhibit the highest level of integrity;
  • Ability to plan and implement marketing plans, business development plans, and implement them on short- and long-range basis;
  • Ability to initiate and install administrative programs and procedures, and to evaluate their effectiveness;
  • Ability to establish and maintain an effective working relationship with the Board of County Commissioners, Tourist Development Council (TDC), local production community, the general public, and national and state professional associations;
  • Ability to prepare reports and express ideas clearly and concisely, orally and in writing;
  • Ability to utilize problem solving techniques and to formulate procedures.
Physical/Mental Demands
The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
