Government Relations within the Department of Ecology is looking to fill a Regulatory Analyst 2 position. The position will be located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
The Regulatory Analyst 2 position in an integral part of the Rules and Accountability Section (RAS) team, and has three main responsibilities:
1) Participates as part of the economic analysis team by collecting and analyzing data regarding potential impacts of proposed capital projects, legislation, regulations, projects, policies, and permits.
2) Supports agency activities related to regulatory, legislative, and economic analyses.
3) Analyzes economic impacts of proposed legislation by completing fiscal notes assigned to RAS.
We are looking for applicants with excellent written and verbal communication skills, strong analytic ability, and with some knowledge of environmental policy. We want people who are curious, not easily intimidated, are comfortable in a fast-paced environment, and who possess great interpersonal and team-building skills.
We are also looking for a candidate who enjoys: working as part of a collaborative team, conducting research and data analysis, helping people through processes, and providing training and technical assistance. This is a unique opportunity at Ecology because you get to work with many of the environmental and administrative programs learning about several different subject areas rather than just focusing on one topic.

The Governmental Relations Rules and Accountability Section (RAS) is responsible for coordination of agency rulemaking, providing regulatory analysis for agency regulatory and policy initiatives, and for gathering and reporting timely and accurate agency performance metrics.
During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. For the first three months this position would be required to be in the office two days a week. The entire section is required to be in the office every other Thursday. After the first 3 months a telework schedule could be negotiated if desired. It is a requirement that while employed by the State of Washington, employees’ primary residence must be within the State of Washington.

What is unique about this position?
The Regulatory Analyst 2 position is located within the Governmental Relations Rules and Accountability Section and participates in agency rulemaking, supports agency economists, performs fiscal analyses of legislation impacting the agency, and performs research related to agency regulatory and policy initiatives.
In this role, you will support Ecology's mission by delivering accurate, timely, careful and well-rafted regulatory analyses that inform agency decisions and meet statutory requirements. Regulatory matters are complex and require the incumbent to exercise judgment regarding rules, procedures, and processes. Work is performed independently, with the agency's lead economist providing guidance for more complex matters.
You will work closely with staff from across the agency on a variety of topics. It is an opportunity to learn new things and build your knowledge. The connections made will help you understand the agency and get an understanding of the huge scope of work we do. In any given year, topics covered by regulatory analyses are diverse: climate change, requirements related to environmental cleanup, safer products, water quality and management, and many more.
What you will do:
Collect and analyze data regarding potential impacts to affected entities of proposed capital projects, legislation, regulations, permits, and projects.
- Provide research in response to information requests (for example, from the Ecology executive management team, other agencies, The Office of Financial Management (OFM), the Governor's office, or the State Auditor's Office).
- Research, gather, manage, review and analyze data pertaining to costs affecting businesses and other entities.
- With guidance from the agency economists, builds spreadsheets to perform complex calculations that estimate costs of existing and/or proposed regulatory activities.
- Present results in well-organized and readable documents and/or charts.
Analyze laws, regulations, bills, and proposals as assigned. Research, summarize, and provide interpretations to internal parties. Describe the nature and/or scope of the issues addressed by the proposed regulatory change. Support regulatory activities as part of the rulemaking and economic analysis team.
- Provide technical assistance to Ecology environmental program rulemaking and project teams by explaining and communicating regulatory and procedural requirements related to economic analyses.
- Develop training handouts and presentations as needed. Participate in and contribute to process improvement efforts.
- Coordinate internal review and provides quality assurance of the regulatory analyses required by the Administrative Procedures Act and Regulatory Fairness Act. For example, ensures that timelines are communicated, terminology is consistent, and that assumptions are documented.
- Provide backup for time-sensitive rulemaking, projects, and appeals activities required by state law.
- Attend public meetings to provide information on the economic analyses process and to establish relationships with stakeholders.
Complete fiscal notes assigned to the Rules and Accountability Section (RAS).
- Analyze fiscal impacts of proposed legislation.
- Prepare fiscal notes according to agency standards.
- Attend scheduled fiscal note training to stay current with updates to the requirements.
- If needed, provides backup for bill analyses assigned to RAS.
Option 1: Bachelor’s degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law, environmental management, or a closely related field, or an interdisciplinary program with course work in these areas AND Three years of professional research or analysis experience with an organization engaged primarily in regulatory matters. Experience must include:
- Working with complex regulatory issues
- Ability to communicate technical information to diverse audiences
- Researching, gathering, reviewing and analyzing data.
Option 2: A Master’s degree or higher involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law, environmental management, or a closely related field, or an interdisciplinary program with course work in these areas AND Two years of professional research or analysis experience with an organization engaged primarily in regulatory matters. Experience must include:
- Working with complex regulatory issues
- Ability to communicate technical information to diverse audiences
- Researching, gathering, reviewing and analyzing data.
Option 3: Two years of experience as a Regulatory Analyst 1, at the Department of Ecology.
