Competitive compensation package:

Annual Salary Range: $68,000 - $86,235

Hourly Pay Rate: $34.87 - $44.22

*Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

In addition to competitive wages, Clackamas County offers an attractive benefits package and incentives for employees in regular status positions.

We are searching for experienced, motivated and dedicated professionals with strong communication and interpersonal skills to join our team as Juvenile Counselor 3 at the Clackamas County Juvenile Department. This is a unique opportunity as we are planning to fill two (2) current vacant positions as a result of this recruitment process, as well as may use the established list of eligible candidates to fill additional future vacancies.

If selected for either of the two positions, you will be in a lead role for the assigned staff and responsible for performing advanced professional social casework and provide case consultation to staff in assessing, investigating, counseling, placing and supervising potential, alleged or adjudicated juvenile offenders. In this role, you will supervise and manage caseloads for the most complex, high-risk misdemeanor and felony cases. Additionally, as a lead, you will review and evaluate the work of assigned professional and paraprofessional staff to assure conformance and measure results. Another critical component of this role is presenting before the Court regarding status updates to the case, recommendations for supervision, resources, placement, and case closure, and any ongoing significant events regarding the case. You will also play a key role in engaging participants and their families in services that will empower them to make better choices, encourage healthy family functioning, reduce youth substance use and delinquent behavior and promote public safety. Finally, you will have an opportunity to be in the support role for the leadership team, assisting with administrative tasks, assigned by supervisor; acting as a liaison between management and direct services staff that serves as a change agent to help promote best practices; and, serving as a champion for Equity, Diversity and Inclusion (EDI) initiatives and addressing disparities experienced by vulnerable populations.

To that end, we are searching for an experienced individual, who is motivated to be a positive and collaborative contributor, demonstrating strong interpersonal, communication and organizational skills that will allow us to improve, develop and enhance our operations.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of five (5) years of relevant experience providing assessment, placement and/or counseling services to youth
• Lead work experience that may include leading projects, programs or initiatives, or leading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training
• Experience applying the principles of positive adolescent development
• Experience conducting risk and needs assessments and initiate appropriate levels of interventions and services
• A minimum of five (5) years of case management experience, including developing case plans, applying evidence base practices, and / or managing behavior of delinquent youth in the community
• A minimum of two (2) years of experience partnering with families to address at-risk behaviors of their youth
• A minimum of four (4) years of experience preparing and presenting cases in court
• Strong verbal and written communication skills, including ability to effectively communicate with emotional or upset individuals
• Strong interpersonal skills that translate into all of the following:

• Ability to establish & maintain effective working relationships & partnerships both internally & externally
• Ability to handle a wide range of situations and circumstances effectively, positively, and professionally and to maintain composure in difficult, stressful and quickly emerging situations
• Ability to work well independently, as well as having a collaborative, team-oriented approach to work
• Exercising tact, good judgment and diplomacy, especially while working with people who are experiencing extreme emotions
• Strong active/reflective listening skills
• Ability to develop supportive and constructive relationships with youth and families

Preferred Special Qualifications/ Transferrable Skills:*

• Experience with providing appropriate safety plans
• Experience supervising caseloads of youth referred for sexual offenses
• Thorough knowledge of criminal and juvenile law
• Bachelor's Degree in Sociology, Psychology, Criminology or other related field
• Experience working collaboratively with victim and community restoration efforts

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

The Juvenile Department provides prevention and early intervention services to at-risk youth, as well as case management for youth who have been referred to the department for delinquent behavior.

Its three-fold purpose is to hold juveniles accountable, protect public safety and provide intervention services directed at reforming the youth's conduct.

The Juvenile Department's programs are designed to have the youth restore the losses that they have imposed upon victims and the community at large. We accomplish this by using a strengths based case management approach and by providing opportunities to positively connect the youth in the community.
