Adult Financial/Long Term Care Supervisor

Arapahoe County is looking for an Adult Financial/Long Term Care Supervisor in our Community and Child Support Services Division located in Aurora, Colorado. The Community and Child Support Services (CCSS) Division determines initial and ongoing eligibility of public assistance to Arapahoe County residents, including Food Assistance, Colorado Works (TANF) Cash Assistance, Family Medical Assistance, Adult Financial and Adult Medical Assistance, Long Term Care Assistance, Child Care Assistance, and Low Income Energy Assistance. The Adult Financial/Long Term Care Supervisor is responsible for the management of a unit consisting of Program Specialists and Business Associates.
Duties
Interprets rules and regulations for staff and provides clarification of rule changes.
 
Monitors staff performance and completes annual performance evaluations.
 
Conducts regular unit meetings for consistency of information shared.
 
Advises and coaches staff in effective methods of dealing with difficult cases.
 
Responds to customer complaints and resolves issues.
 
Completes monthly case file reviews to ensure accuracy, identify training needs, and establish employee error rate.
 
Ensures that caseloads are covered in the event of absenteeism and/or staff vacancies.
 
Addresses performance issues, develops Performance Improvement Plans (PIP), and tracks performance for adherence to the plan.
 
Provides disciplinary actions for staff in accordance with county policies and makes recommendations for termination when appropriate.
 
Prepares written responses and exhibits for appeals and represents Arapahoe County Department of Human Services at the Administrative Hearings.
 
Represents Arapahoe County Department of Human Services and Community Support Services Division at local, state, and federal meetings as assigned.
 
Assists Community Support Services Trainers when needed with new and ongoing training.
 
SKILLS AND ABILITIES:

Ability to establish and maintain effective working relationships with staff, other employees, and the general public.
 
Ability to formulate solutions to complex problems relating to the work of the Community Support Services Division.
 
Ability to facilitate conflict resolution.
 
Knowledge of all public assistance programs and their specific regulations.
 
Knowledge of all County policies, Human Services policies and procedures, and Community Support Services procedures.
 
Knowledge of effective supervisory principles and practices, and the ability to successfully implement them.
 
Time management and organizational skills.
 
Must have effective documentation practices.
 
Must have excellent written and verbal communication skills including public speaking and the ability to understand and interpret written and verbal instructions.
 
Knowledge of Microsoft Office suit and County computer systems.
 
Thorough knowledge of the Colorado Benefits Management System (CBMS).
Requirements
EDUCATION

Associates Degree

EXPERIENCE

Three (3) years experience determining eligibility in public assistance programs

(An equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient.)
 
PREFERRED EXPERIENCE:

Two (2) years experience in a Lead or Trainer role

Supervisory experience

Bachelors Degree

The salary grade listed is the full salary range for the Program Specialist Supervisor position. Please note that the hiring salary will typically be near the lower end of the pay range listed.
 
Performs all supervisory functions (planning, coaching, leading, coaching, monitoring, evaluating) to ensure the highest performance of employees supervised and programs managed.
 
Supervises employee performance to ensure accurate and timely processing of applications.
 
Completes monthly case file reviews to identify training needs and to establish error rates for performance evaluations.
 
Evaluates performance and recommends pay for performance increases.
 
Conducts interviews to fill staff vacancies and makes hiring recommendations.
 
Provides disciplinary actions for staff in accordance with county policies and makes recommendations for termination when appropriate.
 
Work involves supervising staff; evaluating, monitoring workload and performance, interpreting state and federal regulations and establishing work procedures that lead to efficient completion of mandated tasks. The impact of errors in the Public Assistance unit can be extremely costly in terms of misspent funds and harm to the customers in need of assistance.
