LIQUOR/TOBACCO ENFORCEMENT
Vision

liquor and tobacco products, through the fair administration of liquor and tobacco/nicotine laws.

The Liquor Enforcement Division (LED) provides services to liquor license holders, stakeholders, tobacco retailers, and Colorado's citizens. The professional in this position provides assistance to the Deputy Director and Director of the Liquor Enforcement Division on task-driven, item-based project completion in all Divisional sections (Licensing, Enforcement, Legal, Management) and for both product regulation streams (Liquor and Tobacco).

The professional in this position supports the Agent In Charge with occupational licensing, procurement, evidence custodian and general office support.
Programmatic Support to Agent In Charge
  • Uses sound judgment and common-sense reasoning on issues brought to the Department or the Agent in Charge. 
  • Coordinates communications with Agent in Charge and other staff, divisions or outside parties. Works with the enforcement staff to maintain and issue all necessary equipment and supplies available. 
  • Prepares requisition request paperwork for signature approval by the Deputy Director or Director. 
  • Works with the Enforcement AIC to update, track, maintain and order equipment for enforcement personnel. 
  • Provides enforcement personnel with technical support for MLO concerns or issues. Relays concerns to the appropriate staff. 
  • MLO Superuser and trainer for others in the division. 
  • Attends all MLO Superuser meetings and communicates to the Deputy Director and Director reference any issues pertinent to the Division. Updates MLO enforcement users for the division. Works with the MLO testing environment to ensure Division upgrades to the latest version and all functions of LED are correct and operational. 
  • In the process of developing items for the next online process for all Liquor Licenses.
 
Special Project Manager/Other Duties
  • In an ancillary capacity, this position performs backup responsibilities, as the division fleet manager when the primary is absent. 
  • Assist the Agent in Charge with special project assignments and perform administrative duties for the office.
  • Assist with internal and external communication processes, such as emails, letters, memos and documents.
  • Maintain CCIC database for exiting/entering personnel. Is it contact with CBI about exiting/entering personnel.
  • Maintain NLLEA membership and keep it up to date for the division.
  • Maintain EUDL database for the division. Developing spreadsheets to capture enforcement data; legislative data that involves enforcement.
  • Engagement with the Metro Area Liquor Investigators.
  
Responsible Vendor Training
  • Manages the Responsible Vendor Training program. Exercises programmatic discretion as to whether submitted training programs meets program rules, statutes, regulations. 
  • Keeps standards up to date with the Agent In Charge. 
  • Discussing if the ability to charge for this division process is in progress.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS:
Education and Experience:
Five (5) years professional experience performing high-level programmatic assistance to include providing general administrative support (tasks typically performed by secretaries, office clerks and/or administrative assistants), The experience must clearly demonstrate data gathering for use in descriptive analysis as well as providing programmatic support to both internal and external customers.

SUBSTITUTION
Appropriate education will substitute for the experience requirement on a year-for-year basis.
 
NECESSARY SPECIAL REQUIREMENTS 
  • Applicants must possess and maintain a Colorado driver's license.
  • Applicants must successfully pass a background check investigation and a tax check prior to appointment
CONDITIONS OF EMPLOYMENT
  • Must possess and maintain the knowledge of criminal, liquor and tobacco codes and their proper application.
PREFERRED QUALIFICATIONS and COMPETENCIES
The following preferred experience(s), competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
  • Knowledge and experience of Colorado Liquor and Tobacco rules and regulations.
  • Familiarity with Administrative Action and Licensing processes for Liquor Licensees
  • Intermediate experience with Microsoft Excel
  • Intermediate experience with Microsoft Word, G-Suite
  • Intermediate experience with Microsoft PowerPoint
  • Demonstrated excellent customer service skills to include effectively communicating verbally and in writing.
  • Proven analytical skills
  • The ability to multi-task and prioritize
  • Experience with Mylo and Gentax, LED Case Manager
