Description of Job
The Professional in this position is assigned supervisory responsibilities for investigators in the CRIPPLE CREEK Location of the Division of Gaming. Perform as a peace officer to investigate and enforce the Colorado Limited Gaming Act of 1991 and the Colorado Revised Statutes. Investigators use and interpret the Colorado Limited Gaming Statutes, Regulations, and Internal Control Minimum Procedures to plan and initiate investigations and determine outcomes.
 Supervision
  • Position is a Supervisory Investigator responsible for the daily operation of enforcement, compliance and background investigations functions and staff. 
  • Assigns and monitors caseload, reviews work product for completeness and accuracy, schedules staff to ensure adequate coverage during casino operation hours. 
  • Responsible for performance planning, reviews and final evaluations. 
  • Recommends corrective and disciplinary actions. 
  • Performs as the Acting Agent in Charge of the local office in the absence of the Agent in Charge.
 Criminal Investigations
  • Position plans and conducts investigations of violations of limited gaming and criminal laws.
  • Prepares written investigative reports and affidavits for search and arrest warrants.
  • Conducts interviews of victims and witnesses, and interrogates suspects.
  • Testifies in court. 
  • Provides assistances to local, state and federal law enforcement agencies with information on limited gaming and gambling practices, methods and licensees. 
  • Maintains on-call duty status while off-duty for emergency response.
  • Assists other law enforcement officers and agencies upon request.
 Criminal Enforcement
 
  • Proactively patrols casinos as an armed peace officer to observe violations, preserve the peace, prevent and discourage cheating, thefts and other violations of laws. 
  • Executes warrants and collects and preserves physical and documentary evidence. 
  • Responds to complaints, issues criminal summonses, effects arrests, Transport prisoners to jail incident to arrest.
  • Assists or augments other law enforcement agencies to ensure officer and gaming patron safety. Prepares detailed written reports for criminal prosecution. 
  • Maintains on-call duty status while off-duty for emergency response. 
  • Assist other law enforcement agencies upon request.
 Regulatory Enforcement
 
  • Proactively patrols casinos monitoring for compliance with Colorado Limited Gaming Regulations and Internal Control Minimum Procedures. 
  • Responds to disputes and complaints of violations.
  • Participates in comprehensive compliance inspections to ensure that licensees, patrons, premises, records and devices are within approved minimum guidelines and those licensees and patrons are in compliance with Limited Gaming Regulations and Internal Control Minimum Procedures necessary to ensure the integrity of Limited Gaming. 
  • Initiates appropriate disciplinary action for recommendation and presentation to the Colorado Limited Gaming Control Commission.
Additional Responsibilities
 
  • Provides training and delivers presentations to the gaming industry, outside law enforcement agencies and the public. 
  • Responds to verbal and written inquiries concerning gaming laws, regulations and licensing. Remains current on Limited Gaming Statutes, Regulations and Internal Control Minimum Procedures as well as pertinent criminal and civil statutory and case law. 
  • Maintains proficiency and qualification with firearms and other defensive equipment assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Education Experience:
 Bachelor's degree in Criminology, Criminal Justice, Police Science, Law Enforcement, Law or a field of study closely related to the work assignment, as determined by the Department.
AND 
Two (2) years of professional investigative experience appropriate to the position.
 AND
 A current Colorado Peace Officer Standards & Training (POST) certification, or the ability to obtain a current lateral certification for out-of-state applicants, is required. 

Colorado statute requires that officers wishing to transfer their POST certification be fully certified in another state and have served at least one year in the last three years to be eligible for Provisional Certification. Please see the "Provisional Certification" page on the POST website for further information: https://post.colorado.gov/certification/certification-types/provisional-certification.

Substitutions:
Criminal Investigative experience in a field appropriate to the position may be substituted for the degree requirement only on a year-for-year basis.
  
Necessary Special Requirements:
  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Gaming Division. 
  • Must possess and maintain a valid Drivers License within the United States (at the time of application).
  • Applicants must successfully pass a Psychological Evaluation prior to being appointed to a position in the Gaming Division.
  • Must be willing to work nights, rotating shifts, weekends with on-call status, holidays, and be able to do extended travel.
  • Must be able to qualify and maintain qualification with a firearm
  • Must be able to certify and maintain certification in arrest control techniques

Residency Requirements:

Preferred Qualifications
Preferred applicants will possess more than the required minimum experience:

  • Knowledge of Colorado rules and regulations related to Division of Gaming. 
  • Additional years of experience as a supervisor.
  • Outstanding candidates will have recent experience with: investigations interpreting and applying statutes, and researching databases.
  • Additional years of experience in professional investigative and/or compliance experience in a regulatory environment.
  • Active policing in the community equivalent to police patrol officer, sheriff deputy state trooper/police. 
  • Excellent communication and interpersonal skills.
  • Proven ability to work independently and accept supervision.
  • Proven success organizing and tracking workload.
  • The preferred candidate will be currently employed as a detective or criminal investigator, and possess patrol/police officer experience.
  • Proficiency in the Microsoft Office Suite.
  • Proficiency in Google Suite.
  • Excellent oral and written communication and interpersonal skills.
