Description of Job
The purpose of the Taxation - Education and Training Team is to create and execute internal and external education programs that further the goals and objectives of the Department through training support. Public interaction could include contact with local individual businesses, business associations, tax professionals and individual taxpayers via face-to-face group training classes, webinars, and one-on-one individual training. Internal support could include all facets of internal CDOR employee training related to the Taxpayer Service Division. Training content will be created/developed by working with CDOR subject matter experts and using vetted information from our internal and external resources such as website, FYI documents, statute, and other information.
Duties of the professional in this position include, but are not limited to:
Lead Authority on Education and Training Projects
- Identify, research and develop curriculum for education projects
- Work in partnership with other departments to research, develop and implement public education and training programs
- Provide analysis and recommendations for education and training projects being considered by management
- Research and develop new ways to provide taxpayer education and services
- Deliver training to internal and external audiences
- Evaluate, identify opportunities and work with management to develop Training Specialists and Tax Examiners
- Work with training team manager to acquire resources and tools for tax education team
- Analyze and provide consultative coaching to TS IIIs on assigned projects
- Design and deliver development workshops for internal staff
- Use analysis tools to gauge return on investment post training delivery
Design and Development of Training Content
- Act as one of the lead and main content developer for designing training on all taxes administered by the Colorado Department of Revenue.
- Create/develop educational material for both internal and external use.
- Provide guidance to all Training Specialist III on their content development and make modifications to their content to meet Education and Training standards.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Education and Experience:
Bachelor's degree from an accredited institution in Business, Public Service, Training, or a closely related field as determined by the Department.
Three years of professional experience in the development and delivery of training to adult learners.
Additional experience in the development and delivery of training to adult learners will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education in Business, Public Service, or Training will substitute for the required experience on a year-for-year basis.
PREFERRED QUALIFICATIONS AND COMPETENCIES:
The preferred candidate will have the following:
- Experience interpreting and applying Colorado Tax rules and laws.
- Experience in the development and delivery of customer service related training
- Professional experience managing training programs for adult learners, including organization-wide training plan development and delivery
- Professional training certifications: Myers-Briggs, Clifton Strengths Finder or other related certifications
- Demonstrated experience as a team player with strong collaboration, communications, and customer service skills
- Demonstrated project management skills
- Ability to identify and implement creative solutions for delivery of effective training
- Organizational development experience
- Experience gathering, assessing, and measuring training course effectiveness
- Demonstrated customer service and customer care experience
