Safety and Occupational Health Manager (GS-11)

This is not a remote opportunity. The position is located in Rome, NY.

Duties

Reviews existing, new and proposed occupational health, safety and fire protection, laws, regulations, and policies to determine impact on the Center operating policies, procedures, and resource requirements

Ensure that procedures are developed, tested, and evaluated where necessary to carry out the requirements of new and proposed laws, regulations, and policies.

Develops and implements local occupational health, safety and fire protection policies, rules and instructions to eliminate unsafe working conditions and environmental hazards

Reviews and assists the Operating Locations in the development and implementation of their occupational health, safety and fire protection policies, rules and instructions to eliminate unsafe working conditions and environmental hazards.

Ensures compliance with Federal agency regulations and standards, executive orders and statutes as they affect the occupational health, safety and fire protection of Federal employees.

Provides technical occupational health, safety and fire protection guidance to supervisors on safety policies, codes, standards, and regulations for occupational health, safety and fire protection in the around all facilities.

Qualifications


One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Apply recognized safety, environmental, and health principles, standards, laws and techniques to assist in the management and evaluation of a safety or occupational health program or program element; provide technical advice and guidance to management and employees on occupational safety and health requirements; assist in the development of standards, regulations, practices and procedures to eliminate or control potential hazards; and assist in inspecting work practices policies and procedures for compliance with established safety and occupational health policies or standards.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.


Education

Substitution of Education for Specialized Experience

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement
