Description of Work

*** Recruitment Range $32,460.00 - $50,720.00 ***  Salary Grade NC06

The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs. The NCWorks Career Center provides a full range of services to diverse categories of job seekers and employers to meet their employment and placement needs through: assessment and development of job requirements; evaluation of experiences, skills and abilities; referral to jobs, job training programs, or other placement services.
This position will perform outreach activities and provide employment related services by using an in-depth knowledge of specific rules, regulations, and priority of services pertaining to the targeted occupations. It will provide a full range of services to job seeking customers to meet their employment and training needs, including assessment, referral to jobs and job training programs, job development contacts and placement services. It will provide intensive re-employment services to customers that include orientation to services, registration in the state's labor exchange system, job search assistance, job readiness skills, and referrals to employment and/or training services that support the customer's employment goals by using best current practices in career development. It will provide information, guidance, and assistance to customers seeking employment and employers seeking workers through programs administer by the Department of Commerce, DWS, and local Workforce Development Boards in a local career center environment. May be asked to travel as requested based upon business need. Work is performed under the formal supervision of the DWS Manager in the NCWorks Career Center in Jackson County.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Demonstrated skill in career counseling, teaching interviewing skills and techniques, or matching applicant skills to job openings.
  • Demonstrated skill in analyzing and interpreting data, problem solving and preparing written documentation.
  • Demonstrated skill in the use of a variety of software applications to input and retrieve program data.
  • Demonstrated skill in providing customer service and communicating orally or in written form to a variety of audiences.
  • Demonstrated ability to gather information from employers, or customers with diverse backgrounds, on job tasks, required competencies, minimum education and experience, etc.
  • Demonstrated ability to work as part of a team and display collaborative skills.

Management Preferences:
  • General knowledge of the DWS and local Workforce Development boards' functions and service delivery methods and programs and application of specific portions of the laws governing programs to client situations.
  • Ability to analyze, interpret, and evaluate information and conflicting options.
  • Ability to independently apply the provisions of pertinent laws, rules, regulations, and procedures to specific cases. 
  • Ability to make accurate assessments of customers skills, abilities, and interests.
  • Knowledge of Integrated Service Delivery (ISD) 
  • Employment or Workforce Center setting 
  • Excellent communication (orally and written)n and problem solving skills 
  • Firm commitment to good customer service

Minimum Education and Experience Requirements
Bachelor's degree from an appropriately accredited institution and one year of experience in human resource administration, case management, job development and placement, employment counseling, vocational guidance and counseling, social work, vocational rehabilitation, claims analysis, or related public contact work dealing with job applicants and employers in a variety of functions; or an equivalent combination of education and experience.
