Description of Work

*** Recruitment Range $32,460.00 - $50,720.00 ***  Salary Grade NC06

The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs. NCWorks Career Centers provide a full range of services to diverse categories of job seekers and employers to meet their employment and placement needs through: assessment and development of job requirements; evaluation of experiences, skills and abilities; referral to jobs, job training programs, or other placement services.

The position is in a local office environment located in Asheville, North Carolina. This is beginning level consultative work accountable to administer the specific policies and rules of the DWS, provide guidance and assistance, and advocate employment for job seekers within the business community and industry to ensure DWS goals are met. The position will provide a full range of services to applicants to meet their employment and training needs, including assessment, referral to jobs and job training programs, job development contacts and placement services. The position will conduct Employment Assessment Interviews (EAI) and Re-employment Services and Eligibility Assessments (RESEA). It will conduct interviews and input all relevant information into a computer system and utilize database for researching job orders for possible referrals. The position provides career development assistance and referrals to supportive services. It may contact businesses by phone and in-person to discuss job listing and general services on behalf of clients. It will plan, promote, review and evaluate services and advocate employment for clients with the business community and industry. The position will take job orders, input data and interview applicants. It will cross-train in a variety of services offered by the Center. It may require the ability to travel to more than one job site with notice. The work is performed under the supervision of the DWS Manager in the NCWorks Career Center in Buncombe County.

  • Demonstrated skill in career counseling, teaching interviewing skills and techniques, or matching applicant skills to job openings.
  • Demonstrated skill in analyzing and interpreting data, problem solving and preparing written documentation.
  • Demonstrated skill in the use of a variety of software applications to input and retrieve program data.
  • Demonstrated skill in providing customer service and communicating orally or in written form to a variety of audiences.
  • Demonstrated ability to gather information from employers, or customers with diverse backgrounds, on job tasks, required competencies, minimum education and experience, etc.
  • Demonstrated ability to work as part of a team and display collaborative skills.

Minimum Education and Experience Requirements
Bachelor's degree from an appropriately accredited institution and one year of experience in human resource administration, case management, job development and placement, employment counseling, vocational guidance and counseling, social work, vocational rehabilitation, claims analysis, or related public contact work dealing with job applicants and employers in a variety of functions; or an equivalent combination of education and experience.
