HR Coordinator

 Salary Grade: NC05
 Recruitment Range: $31,200.00 - $50,474.00

The North Carolina Department of Commerce is seeking applicants for a Human Resources Coordinator for our Division of Employment Security.
 
The Division of Employment Security (DES) Human Resources unit serves as the internal personnel transactions group for the Division’s employees. It works closely alongside the Department of Commerce Human Resources (HR) department and implements Commerce HR and OSHR objectives and strategy. The HR Office also provides comprehensive human resources to DES. The core services include policy administration, classification and compensation, recruitment and retention, salary administration and performance management.
 
This position serves the DES HR Unit at the Division of Employment Security within the Department of Commerce. The position will support the Division HR Manager, and four transactional staff. The primary purpose is to provide administrative support to internal and external staff, ensuring paperwork received in the central office is processed and filed in accordance with unit procedures.

 Responsibilities also include:
  • Print and file separation documents, create new employee files, maintain I-9 filings and background checks
  • Process personnel employee actions including, but not limited to, requesting background checks, requesting new hires, extensions, and separations
  • Monitor and track all employee/position actions via CHR100 Smartsheet 
  • Update and maintain DES job descriptions in the Position Description Management System
  • Monthly service award outreach and certificate/letter printing, signing, and delivery
  • Maintain general office supplies; order office supplies via E-Procurement
  • Complete all requisitions for purchases and bill payments for HR (National Student Clearinghouse, etc.) 
  • Maintain DES Organizational Charts with new hires, transfers, separations, reallocations, and supervisor change
  • Maintain file room to ensure personnel data and records are kept confidential
  • Oversee the purging of files according to records retention schedule

Knowledge, Skills and Abilities / Competencies

  • Basic knowledge of federal and state laws, and State policies, procedures and practices related to Human Resources
  • Ability to establish and maintain effective working relationships with others; to handle confidential matters with tact and discretion; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making decisions within area of responsibility; able to learn and apply rules, procedures, and practices for various human resources management activities or personnel actions
  • Experience using a human resources information system (HRIS)

Minimum Education and Experience Requirements
Associate's degree, typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required; or High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.
