Job Summary
As a Human Resources business partner at the Minnesota Pollution Control Agency, this position provides advanced professional human resources consultation and ensures agency human resources actions are in compliance with applicable laws, rule/regulations, guidelines/policies, and bargaining agreements and plans. The incumbent will provide advice/consultation and leadership to agency leaders, staff, and public on human resources related issues to include: performance management, labor relations (conducting investigations), conflict management and resolution, contract administration, job evaluation and classification, compensation and salary administration, promote workforce diversity in recruitment and selection, and training and development on HR processes and procedures.
Minimum Qualifications
• Two years of human resources professional experience to consult, advise, and influence management and staff on complex issues in employment contract/plan administration and interpretation; affirmative action; employee labor relations and investigations; promote workforce diversity and staffing/retention. Experience must include background in conducting job analysis and determining audit decisions on various position classifications.
• Demonstrated success in building effective business partnerships.
• Analytical ability/critical-thinking skills sufficient to analyze and evaluate data/information/situations, ability to identify and research issues, evaluate the merits of different points of view and present alternatives to ensure management is adequately informed.
• Human relations and communication skills sufficient to conduct interviews, investigations, facilitate group interactions, negotiate contracts and other agreements, mediate disputes, train large and small groups, make effective presentations and persuade others.
• Writing skills sufficient to write investigation reports, document employment and classification decisions, and develop concise, well organized, business-oriented materials, memos, and information.
• Strong computer skills (Microsoft Word, Excel) and experience in the use of electronic hiring systems.
Preferred Qualifications
• Bachelor’s degree in Human Resources or closely related field.
• Knowledge of State of Minnesota employment law, rules and administrative processes.
• Certification in a job evaluation methodology.
• Ability to collaborate and communicate effectively with agency leadership, staff, business partners and the public.
• Conflict management skills to attain resolution.
• Experience using recruitment management/applicant tracking software systems.
