Program Specialist

Are you an analytical thinker with initiative? The Department of Commerce, Division of Professional Licensing (DOPL), needs a Program Specialist to develop and manage the process for analyzing licensees for compliance.
 
**Training will take place in the office; if eligibility requirements are met, teleworking up to 4 days/per week may be available.

Salary: $22.00 - $25.00 Hourly
 
PRINCIPAL DUTIES
In this position you will be responsible for developing and implementing a system to analyze construction trades licensees for compliance with the following requirements to maintain licensure: 
  • Proof of workers’ compensation insurance, 
  • Proof of public liability insurance, 
  • Proof of registration as required by applicable law with the: 
  • Department of Commerce; 
  • Division of Corporations and Commercial Code; 
  • Unemployment Insurance Division in the Department of Workforce Services, for purposes of Title 35A, Chapter 4, Employment Security Act; 
  • State Tax Commission; and 
  • Internal Revenue Service.
In this position you will also have citation authority for any or all of these violations. You will be responsible for analyzing licensees, communicating findings to licensees and others, opening cases, referring escalated cases to others, and defending the Division and citation before a hearing officer, when necessary, etc.
 
Your duties will include, but are not limited to the following:
  • Managing the process of analyzing all licensees in connection to the licensing laws. 
  • Interpreting, clarifying, explaining and applying agency policy and procedures, business practices, federal or state laws and regulations, etc.
  • Analyzing, summarizing and/or reviewing data; reporting findings, interpreting results and/or making recommendations.
  • Developing or making recommendations to modify rules, policies, or standards, etc.
  • Providing consultation, making recommendations, giving appropriate advice, and/or facilitating decisions related to public information.
  • Monitoring and evaluating operations, programs, processes and/or practices for quality and effectiveness; making recommendations for improvement.
  • Facilitating the use of research data to improve existing programs and utilization of resources.

PREFERENCES

  • Insurance experience. 
  • State Tax, IRS or other accounting experience .
