Keeping Washington Clean and Evergreen
The Nuclear Waste Program (NWP) within the Department of Ecology is looking to fill a Lead Waste Treatment Plant Design Engineer (Environmental Engineer 5). This position will be located in our Richland Field Office (RFO) in Richland, WA. Upon hire, you must live within a commutable distance from the duty station.
In this position, you will serve as the lead design engineer for the Hanford Waste Treatment Plant (WTP) and other related Tank Waste Treatment (TWT) Facilities. You will review large complex design packages, resolve complex technical issues, coordinate overarching issues, and mentor facility engineers. Your work with the facility permit writers will ensure that the facility’s design and construction complies with the permit and all applicable laws and requirements.

Program Mission: The Nuclear Waste Program (NWP) mission is to lead the effective and efficient cleanup of the United States Department of Energy’s Hanford Site; to ensure sound management of mixed hazardous wastes in Washington; and to protect the state’s air, water, and land at and adjacent to the Hanford site.
During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is eligible to telework up to 80% if the time. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. What makes this role unique?
In this position, you will direct project staff on specific projects, perform independent professional engineering review of operations information, plans and specifications, interpret Washington State Dangerous Waste Requirements and agency/program polices, and apply relevant codes and standards. You will also identify applicable design requirements, construction, integrity assessment, and operation and maintenance requirements for environmental control and management of Hanford waste facilities. You will specialize in evaluating engineering issues, such as waste compatibility, emissions, and corrosion.
What you will do:
- Apply engineering principles in evaluating the operation, maintenance, and permitting of waste treatment plants, tank side cesium removals, integrated disposal facilities, and immobilized high-level storage facilities.
- Perform independent professional engineering review of operations information, plans and specifications, and site plans.
- Interpret and apply state Dangerous Waste Requirements, agency/program polices, technical engineering guidelines, and procedures covering design requirements, engineering review, and operation and maintenance requirements for environmental control and management of Hanford waste site facilities.
- Conduct field investigations of potentially hazardous waste facilities on a weekly basis.
- Direct project staff on specific projects.
- Mentor other facility engineers.
- Help solve permitting, engineering, and project management issues.

Option 1: An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND five years of experience in environmental engineering.
Option 2: A Master's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND four years of experience in environmental engineering.
Option 3: A Ph.D. degree with major study in one of the following engineering fields sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three years of experience in environmental engineering.
NOTE: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

Special Requirements/Conditions of Employment:
- Must possess and maintain a valid driver’s license.
- Complete initial 40-hour HAZWOPER training within six months of appointment and annual 8-hour refreshers.

- Experience in design, construction, and/or operation of systems supporting waste treatment systems, including corrosion phenomena (including chemistry and potential impacts on waste systems).
- Experience in physical and biological sciences as related to environmental engineering.

- Knowledge of the laws and regulations governing waste systems, tanks, and environmental issues.
