Municipal Stormwater Permit Implementation Planner

The Water Quality Program within the Department of Ecology is looking to fill a Municipal Stormwater Permit Implementation Planner (Environmental Planner 3) position.
 
Use your knowledge of stormwater management programs, your communication and planning skills, and your ability to work collaboratively and effectively with local governments as part of Ecology’s team doing critical water quality work in the Puget Sound region.
 
 Part of the Water Quality Program’s section in Ecology’s Northwest Region Office, this position is stationed from our newly remodeled offices located in Shoreline, WA. This position is eligible for a telework/in-office hybrid schedule. You will be part of the Section’s implementation of a Modern Work Environment and have the opportunity to telework, work from the office, and use office collaboration and meeting spaces as needed to accomplish individual and team objectives. Upon hire, you must live within a commutable distance to our Shoreline office and surrounding service area.
 
 Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to this position's station location in King County. 
 
The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Duties


What makes this role unique? 
This position serves on a small state-wide team that oversees the implementation of municipal stormwater management programs for compliance with Phase I and Phase II municipal stormwater general permits in Western Washington. This position contributes to solving stormwater pollution problems created by urban development and our modern human lifestyles. As a Municipal Permit Implementation Planner, you serve as an independent project manager responsible for guiding the development and implementation of municipal stormwater programs in the Northwest Region, with an emphasis on the communities in King and Kitsap counties..
 
What you will do: 
You will guide the development and implementation of municipal stormwater programs in the Northwest Region. To do this, you will:
 
 
  • Provide consultation and planning assistance to local government agencies regarding stormwater management programs and practices.
  • Assist municipalities in developing, planning, and implementing stormwater programs beneficial to water quality.
  • Contribute to the reissuance of the Municipal Stormwater Permits to improve and adapt permit requirements based on lessons learned, new information, and regulatory changes..
  • Respond to inquiries, complaints, and other requests for technical assistance from permittees and the public.
  • Review, comment, and approve permit submittals in accordance with applicable guidance, procedures and standards of practice.
  • Conduct compliance assurance activities including inspections, investigations and programmatic audits; recommend and implement enforcement actions as necessary to achieve compliance.
  • Serve as planner for permittee implementation of permit requirements related to the Stormwater Management Manual for Western Washington (including low impact development or green infrastructure), comprehensive jurisdictional stormwater action planning, structural stormwater system retrofits, and other existing and potential future permit requirements.
 
Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1: 
A Bachelor’s degree with major emphasis in land use; urban; regional; environmental; or natural resource planning; landscape architecture; geography; land use or environmental law; public administration with an environmental emphasis; or closely related field.

AND

Four years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
 
Experience may include:
  • Familiarity with stormwater permits or stormwater guidance manuals
  • Facilitating or coordinating multi-party meeting management or negotiations
  • Assisting entities with regulatory requirements, including options for coming into compliance or technical assistance
  • Planning or project management related to environmental programs

Option 2:
A Master’s degree or above with major emphasis in land use; urban; regional; environmental; or natural resource planning; landscape architecture; geography; land use or environmental law; public administration with an environmental emphasis; or closely related field.

AND

Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
 
Experience may include:
  • Familiarity with stormwater permits or stormwater guidance manuals
  • Facilitating or coordinating multi-party meeting management or negotiations
  • Assisting entities with regulatory requirements, including options for coming into compliance or technical assistance
  • Planning or project management related to environmental programs
 
Option 3: 
One year of experience as an Environmental Planner 2 at Ecology


Special Requirements/Conditions of Employment: 
  • Must have and maintain a valid driver's license
