PAY AND BENEFITS
Annual Pay Range: $84,344.55 - $113,865.00

Hourly Pay Range: $43.253617- $58.392309

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

In addition to the base salary, Clackamas County contributes to member's PERS/OPSRP defined benefit retirement fund as well as picks up the 6% contribution to their Individual Account Program (IAP)! Most benefits, including Health & Dental Insurance, start the first ot the month following date of hire.

Generous paid time off package, including:

• 16 hours per month vacation accrual
• 10 paid holidays and 1 personal day per year
• 8 hours per month sick leave accrual

JOB DETAILS AND QUALIFICATIONS
Clackamas County has an exciting opportunity for a dynamic Quality Assurance Manager to join the Health Centers Quality Team, working on quality assurance activities in support of the Health Centers mission, vision and goals.

The Health Centers Division of the Department of Health, Housing and Human Services (H3S) is looking for an individual to provide leadership and direction of the activities of the Division's quality assurance program. The primary objectives of this position are to work as part of the Quality Leadership team to build a culture of quality assurance and continuous quality improvement, in support of Health Centers' mission.

This position is responsible for supervising work of the members of the Health Centers Quality Team to exceptionally complete quality assurance activities and processes and will supervise a program that provides specialized professional services that are focused on achieving broad organizational objectives and improvements across the Health Centers Division. Primary responsibilities will be to developing and managing quality assurance policies and processes; contribute to strategic planning, set goals, and initiatives; hire and directly supervise professional, technical and clerical staff; promote team efforts among the quality, clinical operational, fiscal and administrative teams and provide technical guidance within the Health Centers Division.

The County's Health Centers Division's Federally Qualified Health Centers (FQHC) includes four primary care clinics (including dental care), three behavioral health clinics and five School Based Health Centers. The Health Centers Division is dedicated to offering high quality physical, dental and behavioral health services to individuals throughout Clackamas County, with a focus on patient-centered care that helps individuals and families thrive!

The most successful candidates require specialized knowledge of quality improvement principles, clinical informatics, quality assurance and data management and demonstrate awareness and sensitivity in the delivery of client services as it relates to the cultural and socioeconomic characteristics of the populations served.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of 7 years relevant experience that would provide the required knowledge and skills to perform the responsibilities of this position, including 2 years of relevant program management/leadership work
• Two or more years of experience in a medical environment (Medical Office, Clinic, Hospital) working with quality improvement processes and Healthcare performance metrics.
• Experience leading and motivating staff to complete projects and achieve goals.
• Demonstrated experience in improvement methodology and project management.
• Working knowledge and experience with Federal and State laws, regulations and compliance standards around providing healthcare, including providing care to Medicaid and Medicare covered individuals.
• Knowledge and/or experience working with federal and state programs and laws in a Federally Qualified Health Center (FQHC) environment
• Advanced skills with Microsoft applications which may include Microsoft Teams, Outlook, Word, Excel, PowerPoint, and other web-based applications and health information technology, including databases.
• Clear and concise communication skills - written and oral - as well as exceptional interpersonal skills.
• Proactive in identifying problems and working towards solutions with superior analytical, critical thinking and problem-solving skills.

TYPICAL TASKS

• Provide day-to-day supervision of activities of the quality assurance team. Assign work, hire and directly supervise staff. Set and review performance standards. Encourage effective work. Promote team efforts among the quality, clinical operational, fiscal and administrative teams. Demonstrate the leadership characteristics of a high performing organization. Supervise work of the members of the Health Centers Quality Team working on quality assurance activities in support of the Health Centers mission, vision and goals. Builds a culture of quality assurance and continuous quality improvement.
• Develop and implement procedures, goals, objectives in collaboration with Health Centers Leadership to improve integration of quality methods across the Health Centers and optimize the utilization of data in service to quality assurance and improvement. Prepare reports to share information and monitor performance. Develops a conceptual framework for quality assurance activities across the division that informs continuous quality improvement. Build and perform analysis of workflows, connection to data and analytics for operational and clinical change. Contributes to Strategic Planning process.
• Monitor and assure compliance with regulatory and accreditation entities to comply with FQHC standards, including HRSA and other regulatory bodies as pertains to scope of work. Prepare for and lead regulatory compliance activities to ensure Health Centers meets and exceeds funder, stakeholder and regulatory expectations. Lead and supervise projects in collaboration with Health Centers leadership to meet grant, funder and partner outcomes.
• Work with senior leadership to develop and ensure the implementation of policies to minimize risk and promote patient and client safety within the organization. Responsible for overseeing policy creation, policy implementation and the work of risk management staff to comply with FTCA and other regulatory bodies as pertains to risk management and safety.
• Participate in collaboratives, seek improvements in relationships, anticipate and manage infrastructure adjustments in a changing environment. Manage relationships with stakeholders and community partners including OCHIN, CareOregon, Health Share and other funders and partners.

REQUIRED KNOWLEDGE AND SKILLS
Knowledge of: Quality improvement and quality assurance principles; data governance and stewardship principles

Skill to: Lead quality assurance and improvement initiatives, realize performance objectives, and contribute to strategic planning to develop and achieve organizational goals; guide the organization to meet regulatory and compliance obligations; lead multiple projects and priorities while remaining professional

Ability to: Work as a liaison with patients, government agencies, grantors, managed care and other health care organizations to coordinate quality measurement and performance activities; to communicate with people from a variety of socioeconomic and cultural backgrounds; lead project managers, assuring projects meet organizational objectives

WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
