What You'll Do
The Production Control Engineer will provide technical leadership for mission work through cross-functional teams required to solve complex programmatic, production, system and process problems. The selected candidates will build strong matrix reporting responsibilities to the management teams (Program Integration, Production, Production Integration, Engineering, Quality, Infrastructure and Safeguards and Security) of their assigned area. This role will be responsible for effectively utilizing plant capacity for processes, equipment and labor. Skills and job functions include: Performs technical planning using site manufacturing systems (product definition, production planning, configuration management, tooling planning, manufacturing execution, finite capacity planning, nuclear material control and accountability product shipping/receiving and simulation modeling). Responsible for the technical content of the systems necessary to implement applicable design, quality, process, security, schedule and accountability requirements across all programs and products procured, produced, assembled, disassembled, recycled, reused or reaccepted. Products include procured hardware, government furnished equipment, raw material, piece parts, subassemblies, and assemblies. Responsible for developing the manufacturing plans for all products. These manufacturing plans include bill of materials, product routings and data collection. Analyzes programmatic requirements and develops executable work center production schedules for operations and quality that are centered on process capability, equipment/labor capacity, product yields, cycle times and inventory levels. Work center schedules must account for all of the production interruptions including projects, maintenance, calibrations, outages, inventories, safety and security. Develop and present meaningful metrics that are clear/meaningful for programs and work areas. Troubleshoots system or process issues, quality issues, abnormal conditions and schedule disruptions to determine the cause, provide recommendations, oversee corrections and develop recovery plans. Makes technical decisions working in cross-functional teams comprised of production, engineering, quality, programs and other support organizations to implement engineering solutions to unique problems or issues that impact production and programs. Utilizes Lean, Six Sigma, PES, Continuous Improvement, Simulation Models, etc. for the development of new or improved techniques, systems, processes or methodologies to improve productivity and eliminate waste. Implement, verify and sustain production process standards. Utilize past actuals and future scope (standards based) to drive data based bottleneck analyses and drive solutions to improve throughput and productivity. Identify process gaps/shortfalls through analysis and focus improvement initiatives on areas most critical to mission success. Develop and utilize proper metrics to identify program/work center/organizational/facility/site-wide execution issues/trends and act on them. Implementation of system solutions for current people dependent processes. Supporting area Value Stream Element (VSET) team leads in establishing and prioritizing improvement initiatives. Serve as the focal point for improvement activities for the Mission Area. Support both VSET and VSO leaders in work toward a defined objective, scope & deliverables. Assist in enforcement of matrix reporting relationships of team members across departments to ensure completion of project tasks. Develop continuous improvement strategies, goals and metrics in support of Mission Programs working with Program Integration, Production, Quality, and Engineering leadership. Act as CI Lead in conjunction with Performance Excellence Organization.

Minimum Job Requirements
  • Bachelor's degree in engineering/science/information technology discipline
  • OR Master's degree in engineering/science/information technology discipline

Preferred Job Requirements
  • Relevant, progressive work supporting Y12 Production, Quality or Programmatic initiatives
  • An understanding of functional responsibilities across the Y-12 Site
  • Black or Yellow belt certification and/or experience with deployment of Lean or Six Sigma principles and implementations
  • A strong desire to improve and the ability to motivate and work well with others
  • Previous experience managing multidiscipline teams and in successfully managing individuals in a non-hardline reporting matrix
  • Demonstrated persistence, strong interpersonal, facilitation, and leadership skills
  • A general working knowledge of mission areas & Y12 value streams
  • The ability and experience to generate business cases and solid financial acumen
  • A comprehension of PES (lean) tools, relational based and performance based leadership, and basic project management
  • Participation or Leadership of a Value Stream Element Team

Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level, and internal applicants in higher Career Levels may be considered, on an exception basis, to come across laterally based on the applicant's education and experience, and the scope of work being performed in the role.
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
