Make your mark in public service. As an accredited public health department, we're seeking a highly qualified candidates for the position of Business Operations Supervisor in the Division of Health Protection, Emergency Preparedness Section in Atlanta, Georgia.

Job Responsibilities:
Under broad supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May supervises, guides, and/or instructs the work assignments of subordinate staff. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.

Operations Management 
  • Administers and coordinates administrative processes for the provision of business management function of the assigned unit 
  • Ensures implementation of administrative standard and procedures to ensure adherence to Division and Department policies related to procurement, contracts, fiscal management, record retention, and equipment.
  • Provides administrative and/or technical assistance for the administration of business function of the assigned unit.
  • Serves as the operations subject matter expert for Health Protection providing support to the programs as assigned
  • Serves as operations coordinator within the Division of Health Protection
  • Researches and resolves issues/questions of the assigned unit
  • Serves as a liaison and engages in a variety of contacts inside and outside organization in order to execute the business function of the assigned unit
  • Initiates the purchase supplies, equipment or services necessary for the operation of business management function of the assigned unit
  • Analyzes internal processes and implements recommends procedural or policy changes to improve operations
  • May serve as a liaison and as a point of contact for inside and outside organizations for equipment purchases
  • May provide facilities management, including space, telecommunications and computer needs for section
  • Processes equipment and furniture surplus as required (electrical and non-electrical)
  • Develops and maintains relationship with vendors
  • Manages on-site and off-site storage
  • May work closely with Business Operations Director or her assignee to complete onboarding checklists for new employees
  • Will organize clean up days and assignment of emergency evacuation procedures
  • Performs other assignments as required.

Contracts Management
  • Reviews contract specifications and ensures availability of funds
  • Examines, reconciles, and processes invoices for contractor payments
  • Ensures compliance of project documentation according to established procedures and record retention
  • Takes appropriate actions with regard to contract compliance, progress and corrective actions
  • Develop and maintain an electronic tracking log of all current contracts, extensions, and amendments

Technical Competences
  • Ability to perform job responsibility with minimal supervision
  • Ability to pay attention to detail
  • Ability to make decisions in compliance with agency specific rules, regulations, policies and procedures
  • Ability to proficiently use the state accounting and financial systems (TeamWorks Financial)
  • Ability to lift 50lbs

Minimum Qualifications:
Bachelor's degree in business or related field from an accredited college or university AND Six years of experience related to area of assignment.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Preferred Qualifications
  • Three years of experience using state accounting and financial systems (i.e. TeamWorks Financials) 
  • Three years of experience in developing performance-based contracts 
  • Three years of experience in fiscal management
  • Microsoft Office and Access experience
