Grants Unit Project Manager (Three Positions)

Keeping Washington Clean and Evergreen

The Water Resources (WR) program within the Department of Ecology is looking to fill three Grants Unit Project Manager (Environmental Planner 4)(Three Positions) positions. These positions can be located in any one of our regional offices below:

Headquarters Office in Lacey, WA.
Northwest Regional Office (NWRO) in Shoreline, WA.
Central Regional Office (CRO) in Union Gap, WA.
Eastern Regional Office (ERO) in Spokane, WA.

Upon hire, you must live within a commutable distance from one of the above office locations.

In this role, you will manage projects in a water resources grant portfolio valued in the tens of millions of dollars. This portfolio is an integral component of the Water Resources Program’s $300 Million, 15-year, competitive grant program contemplated by RCW 90.94.

The mission of the Water Resources (WR) program is to manage water resources to meet the current and future needs of the natural environment and Washington's communities.

Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive if the final applicants location is in King County.  

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties


What makes this role unique?
In this role, you will be a member of a dynamic team of engaged water resources professionals directly responsible for supporting competitive grant solicitations, all aspects of grant project management and administration. You will partner with governments, stakeholders and other eligible entities in a proactive technical assistance posture to support the preparation of competitive applications that if funded will implement projects and yield measurable improvements to stream flows around the state. 

What you will do: 

  • Actively participate in competitive grant application review and scoring. During the lifecycle of the grant:
  • Negotiate project grant agreements.
  • Oversee and support grantee work. 
  • Ensure protection of cultural resources and that statewide requirements are met. 
  • With the support of the communications department, regularly develop and publish success stories that elevate our grantees and the agency. 


Qualifications

Required Qualifications:

Option 1:

A Bachelor's degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field. 

AND 

Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2: 

A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

AND 

Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 3:

One year of experience as an Environmental Planner 3 at Ecology.


Desired Qualifications:

  • Knowledge of:
  1. water resources laws, policies, and administrative rules;
  2. governmental administrative structure at local and state levels;
  3. best practices and current scientific trends related to water resource projects including water right acquisitions; altered water management, water storage, water use efficiency, and habitat restoration;
  4. problems affecting local and state environmental resource management;
  5. methods and objectives of urban and natural resources planning.
  • Demonstrated experience:
  1.  applying project management principles and techniques over the course of multiyear projects; .
  2. meeting statewide cultural resources and environmental review requirements;
  3. participating in competitive grant solicitations, contributing to funding guidelines development, and managing a diverse portfolio of grant projects.

Note: Having some (or all) of this desired experience may make your application more competitive in a highly competitive applicant pool.
