Keeping Washington Clean and Evergreen
The Spill Prevention, Preparedness, and Response (SPPR) program within the Department of Ecology is looking to fill an Oil Spill Drill Specialist (Environmental Planner 3) position.
This position is located in either our Headquarters Office in Lacey, WA. or in our Northwest Regional Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.
In this role, you will be on the frontline implementing an oil spill drill program for the Department of Ecology. You will work with industry and others as part of a team to design tabletop and deployment drills to meet state requirements. You will become an expert in understanding the design decisions, tools and procedures, and drill assumptions that result in realistic exercises of our plans. You might be a fit for this role if you enjoy working on multiple projects concurrently and have strong communication skills to motivate others. Working to ensure that Washington State is prepared for major oil spills is what we do every day in the Spills Program. During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. What makes this role unique?
This position requires someone that can multi-task and has strong project management and communication skills. You will jointly design oil spill drills with a team of external partners. This work requires diplomacy, flexibility and a strong understanding of the regional, area, and industry plans that are being exercised. There is an element of creativity in this work!
What you will do:
- Manage your own drill design assignments, working directly with external partners on tabletop and deployment drill designs.
- Using your observations at oil spill drills, develop written conclusions and summaries of the “live action role playing” you are seeing at drills. This is used to write the state’s evaluation.
- Work with our internal databases, outlook calendars and SharePoint sites to organize participation in drills.
- Play a role in the incident command system as part of the Program’s Incident Management Team during drills and significant events.
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related scientific field.
Four years of professional experience in land use, urban, regional, environmental, natural resource, or public policy planning, environmental permitting, air quality monitoring, engineering, and/or program development.
A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related scientific field.
Two years of professional experience in land use, urban, regional, environmental, natural resource, or public policy planning, environmental permitting, air quality monitoring, engineering, and/or program development.
One year of experience as an Environmental Planner 2 with the Department of Ecology
Special Requirements/Conditions of Employment:
- This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 300, 700 and 800. Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.
- Be able to obtain the Transportation Worker Identification Credential (TWIC card) which entails a detailed background check.
- Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
- Must possess and maintain a valid driver’s license.
- Must be prepared for a minimum 3-day field deployment within 1 hour of notification.

Knowledge of project management and general planning principles, government administrative structure at federal, state and local levels, of oil issues affecting spill trends and the ability to accurately analyze observations/data and write clearly.
