Position Details
Stewards Individual Placements (SIP) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health. SIP, in partnership with the Office of Surface Mining Reclamation and Enforcement (OSMRE), seeks a Research Analyst to play an essential role in researching, analyzing and providing recommendations around the Bipartisan Infrastructure Abandoned Mine Land (BIL AML) and Abandoned Mine Land Economic Revitalization (AMLER) Programs for the Fiscal Year (FY) 2023. The Member will seek to find areas for improving the program based on Departmental goals and feedback from communities impacted adversely by legacy mining and mining job losses.
The AmeriCorps Member will be completing a thorough assessment of reclamation and revitalization efforts in legacy mining communities. The reports, deliverables, and recommendations produced by the AmeriCorps Member will support OSMRE's mission to reclaim legacy mining issues and support the communities impacted by negative effects of coal mining and subsequent mining job losses. OSMRE would benefit from having an AmeriCorps Member that could utilize data analysis and visualization tools to effectively display the work accomplished and potential for improvement. OSMRE would be able to more effectively communicate the work internally and externally as a result of the projects completed by the Research Analyst.
The Member will work collaboratively with OSMRE Headquarters (HQ) to perform their role to analyze data, develop reports, and provide recommendations to the agency regarding the BIL AML and AMLER Programs. The Research Analyst AmeriCorps Member will also provide critical review and research using the enhanced Abandoned Mine Land Inventory System (e-AMLIS) in collaboration with OSMRE’s e-AMLIS Coordinator. This system is used by OSMRE, States, and Tribes to document AML problems and the status of the problems.
Additionally, the member will utilize early program implementation to conduct analysis of the funding designated for BIL AML projects in the first year of BIL AML program operation. Work will outline the expected environmental and economic benefits that are expected because of projects being completed, expected needs in the future, and potential areas for improvement to ensure the protection and efficacy of Federal investment. This work will entail collaboration with OSMRE Field Offices and Headquarters, as well as the potential to connect with external stakeholders that are involved in, or provide input on, the implementation of BIL AML grant funding. The Member will seek to find areas for improving the program based on Departmental goals and feedback from impacted communities.
The Research Analyst AmeriCorps Member will also provide critical AMLER Program analysis. The member will work with the Division of Reclamation Support (RSD) and OSMRE Field Offices to utilize data from AMLER annual reports and other sources to assess where and what benefits are being generated by AMLER projects. Member will identify environmental and economic benefits that result from the AMLER funding and leveraged funding and use data visualization techniques to present findings in an easily digestible way. The work performed will also help address how the AMLER Program is meeting Justice40 Initiative goals, which aims to direct 40% of benefits from Federal investment through certain programs to disadvantaged communities.
Position Responsibilities
BIL AML early implementation analysis:
- Report on the early BIL AML project and grant expectations
- Provide recommendations for utilizing funding for BIL AML projects effectively
- Provide recommendations for how the program can help achieve goals set by the Justice40 initiative
AMLER Program benefits analysis:
- Provide contributions to the annual AMLER report
- Provide recommendations for displaying the benefits of the AMLER Program in the most effective ways
Abandoned Mine Land (AML) problem analysis assessment:
- Development of report and resource materials for assessing the past, present, and future of AML reclamation by States and Tribes in coordination with the e-AMLIS coordinator
- Assess where and to what extent AML reclamation is occurring
- Suggest recommendations for program evaluation
