Human Resources Business Partner

POSITION SUMMARY
Performs a variety of professional and personnel administrative work in the research, design, development and administration of personnel policies, procedures, projects, programs, examinations/assessments and selection procedures.

Department: Human Resources and Civil Service
Salary: $62,379 per year
Union: None, this is a non-union position.
Union Bid Form:  None required.

REQUIREMENTS

  • A current, valid Class C Pennsylvania Motor Vehicle Operator's License is required to be presented and verified prior to appointment to the position and must be maintained throughout employment. Written requests for a special accommodation on the basis of the Rehabilitation Act of 1973 and the Americans with Disabilities Act will be considered by the Department of Personnel and Civil Service Commission on an individual basis.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time professional experience in human resources/personnel administration related to the position duties listed (e.g., recruitment, testing, job evaluation, etc.) which includes experience using Microsoft Office applications or related software. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Human Resources, Public Administration or a related field. Master's preferred. PHR, SPHR, SHRM-CP or SHRM-SCP certification a plus. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training). 
CIVIL SERVICE EXAMINATIONS
If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s). You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

POSITION DUTIES
  • Performs a variety of work relating to the development and administration of personnel policies, procedures, projects and programs utilizing federal, state and local employment laws and regulations (e.g., EEO, FMLA, ADA, etc.). 
  • Researches, designs, plans, develops, coordinates and administers examinations and assessments, (e.g., written, performance and oral); prepares, administers, scores and assists in the validation of written and performance examinations.
  • Conducts job analyses to create job descriptions and job announcements; assesses job content and requirements to prepare examinations; develops and maintains all documentation affiliated with the creation and analysis of City positions.
  • Screens and reviews employment applications and background files to determine eligibility and/or qualifications; prepares accurate eligibility lists and results memos for departments to utilize in hiring processes.
  • Utilizes the City's established pay and classification system in job analyses; assists in the design and development of new compensation systems as directed.
  • Acts as liaison for all HR/personnel matters between the Human Resources department and other assigned City departments or non-City agencies or organizations as assigned; provides information to City employees, applicants and the public regarding Civil Service hiring and City employment.
  • Researches, develops, recommends and implements approved City and/or departmental personnel and HR policies, procedures and practices.
  • May work with training consultants to develop and/or present employee training programs as assigned.
  • May conduct, present, and/or facilitate employee training workshops, courses, and/or programs.
  • Analyzes statistical data, completes surveys, researches and develops reports, coordinates work in conjunction with project timelines.
  • Prepares written correspondence, reports, advertisements, brochures, flyers and a variety of other written materials.
  • Utilizes a variety of computer programs and the internet for performing the work, organizing, drafting and researching information (e.g., Applicant Tracking system, Test Management database system, HR/Payroll database system, Microsoft Office Suite, etc.).
  • Operates in strict accordance with applicable laws, regulations, established policies and bargaining union agreements to ensure fair and standardized treatment of employees.
  • Provides testimony at administrative hearings (Civil Service Commission, grievance and arbitration proceedings, etc.) on behalf of the City as required.
  • Performs work in accordance with assigned deadlines.
  • Performs other related tasks and duties as assigned or required.
