State National Flood Insurance Program Coordinator

The North Dakota Department of Water Resources is a state agency whose primary mission is managing the waters of North Dakota for the benefit of its people. The Department of Water Resources provides direct services to many of North Dakota’s political subdivisions and citizens. The State of North Dakota offers a comprehensive employee benefits package including fully paid family health insurance, retirement pensions and deferred compensation plans, and paid leave.
The individual in this position will act as the State of North Dakota coordinator for the Federal Emergency Management Agency’s National Flood Insurance Program in the Department of Water Resources’ Regulatory Division.  
The typical duties and responsibilities of this position include the following:
  • Act as the state liaison to FEMA’s National Flood Insurance Program (NFIP); promote strong floodplain management development standards and promote the purchase of flood insurance statewide; and provide technical assistance to participating communities for a wide range of regulatory activities.
  • Develop, administer, and track annual work plans and associated budgets to meet federal grant requirements.
  • Conduct meetings with local officials to provide guidance and resolve problems.
  • Plan and conduct presentations, trainings, and educational workshops for realtors, lenders, community officials, and other interested groups.
  • Review community floodplain development permits and flood insurance rate maps for accuracy.
  • Maintain numerous database files associated with floodplain management.
  • Provide assistance, education, and outreach to the general public, political subdivisions, and other agencies regarding the NFIP.

Required Qualifications:
  • Requires a bachelor's degree in one of the following fields or disciplines: planning, public administration, water resources management, water resource sciences, emergency management, communications, or other closely associated field. Relevant job or work experience may be substituted for education requirement on a year-for-year basis.
  • Must to obtain Certified Floodplain Manager (CFM) professional designation within 1 year from date of hire.
  • 2 or more years of professional experience involving planning, compliance monitoring, program coordination, or program administration activities.
  • Ability to work with governmental officials at all levels of government, industry professionals, and the public. 
  • Strong oral and written communication skills.
  • Must be able and willing to travel as necessary.

Preferred Qualifications:
  • Demonstrated ability to interpret and understand federal and state regulations, flood insurance studies, and flood insurance rate maps.
  • In-depth understanding of the National Flood Insurance Program and associated development regulations.
  • Demonstrated experience working with officials from all levels of government on water-related issues.
  • Demonstrated experience applying for and administering federal grants.
  • Certified Floodplain Manager (CFM) professional designation.
  • Working knowledge of the insurance industry or community zoning laws.
  • Communications-related background or course work.
