Onsite Wastewater, Food Safety, and Rabies Prevention Program Manager (Program Manager I)

  • Serve as Program Manager and assist in the direction and management of all staff in the onsite wastewater, food safety, and rabies prevention programs in the Environmental Affairs (EA), Bureau of Environmental Health Services (BEHS) Lowcountry – Beaufort and Charleston offices.
  • Coordinate issues (regulation development, training, inspection goals, etc.) between assigned program areas and all of the region. Participate in agency committees and task forces that make decisions on policies, procedures and regulations having statewide impacts. Provide multimedia or single media technical assistance on state and federal environmental laws, regulations, standards and policies to other staff and the public. Attends and makes presentations to professional organizations and public interest groups as requested; makes presentations to the Board, legislators and the Governor’s Office. 
  • Prepares or supervises responses to internal and external inquiries concerning BEHS related matters, including, but not limited to: permits, projects, enforcement actions, inspections, constituent/legislative inquiries, media inquiries and citizen complaints/inquiries. 
  • Assist in the management, direction, and development of all Beaufort and Charleston staff in these environmental programs.
  • Support management in planning, monitoring, scheduling and auditing staff performance, accuracy, workload distribution and program needs. 
  • Develops strategies and manages workload of staff to ensure program commitments are met or exceeded and that regulations are appropriately enforced.
  • Advises Area Director of staffing and resource needs
  • Provides support to other BEHS programs as needed. 
  • Conducts staff meetings and provide information to staff.
  • Complete Employee Performance and Management System documents and other administrative requirements in a timely manner.
  • Perform all duties required to ensure that the office meets daily requirements in the absence of the Regional Director. 
  • May serve as a member of the region Emergency Response Team. Assure satisfactory response to spills of oil or chemicals and to other environmental emergencies.
Minimum and Additional Requirements
  • A bachelor's degree and relevant program experience.
  • At least two (2) Years supervisory experience.
Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
 
ADDITIONAL REQUIREMENTS:

  • Swim and work comfortably in a boat on open water and in rough weather conditions.
  • Ability to:
  • Ascend/descend ladders and transport equipment weighing up to fifty (50) pounds.
  • Make observations and inspections of facilities, samples, plans, specifications, and reports, etc.
  • Identify precise gradient changes between colors.
  • Conduct field tests using delicate instruments and chemicals. To ensure personal safety, this requires care, precision, and the ability to steadily grasp and hold equipment, instruments, and chemicals in field environment.
  • Evaluate sites for the installation of septic tanks, which includes operating a manual soil auger to a depth of three (3) to six (6) feet. 
  • Maintain a professional appearance.
  • May require:
  • Daily travel throughout the state.
  • Occasional overnight travel.
  • Holiday work.
  • Participation on the Emergency Response Team and is subject to on call or call back 24/7.
Preferred Qualifications
  • A master’s degree in the natural or physical sciences, public health or related technical field and four (4) years of environmental experience. 
  • OR a bachelor’s degree in the natural or physical sciences, public health or related technical field and five (5) years of environmental experience.
Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
 
  • Experience or knowledge in food protection and sanitation and thorough knowledge of applicable state and federal food laws and regulations. 
  • Knowledge of environmental health regulations.
  • Data management skills.
  • Proficiency with Microsoft office professional (Word, Excel, PowerPoint, Access). 
  • Experience using tablets and other electronic equipment in a field environment. 
  • Demonstrated ability to prioritize and manage time effectively.

Driving Record: This position will require the operation of a state vehicle; therefore, any applicant must be able to travel daily throughout the state as program or region workloads demand.
