The Office of State Lands and Investments, Wyoming State Forestry Division (WSFD), seeks a Partnership Coordinator in Cheyenne, Wyoming. The Partnership Coordinator manages the WSFD Partnership Programs, including Good Neighbor Authority, ensuring quality projects are implemented with the US Forest Service and Bureau of Land Management partners. This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins, Denver, and the Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
 
 
  • Oversees the administration of the WSFD programs falling within the Shared Stewardship umbrella, including Good Neighbor Authority (GNA) agreements and Participating Agreements. 
  • Completes agreements, including budgets, implementation, accomplishment reporting, and documentation. 
  • Ensures accountability, reporting, and deadline requirements are met. 
  • Creates, implements, monitors, updates, and ensures compliance with WSFD Standard Operating Procedures for grant management and administration.
  • Collaborates with federal partners to develop, assess, design, and implement projects that comply with the federal authority and work to achieve shared goals, including those identified by federal management plans, the State Forest Action Plan, and the Shared Stewardship doctrine. 
  • Develops guidance documents and provides training to state and federal partners.
  • Collaborates with Western States GNA network, the Council of Western State Foresters, and federal partners to maintain subject-matter expertise and stay abreast of new laws, policies, and procedures. 
  • Creates and reconciles monthly reports related to the GNA program and other grants to ensure budget compliance and funding allocation. 
  • Provides direct oversight over five Partnership Foresters statewide; this includes work planning, coordination, and overall supervision.

Qualifications

PREFERENCES: 


Preference may be given to candidates with three (3) years of progressive experience in collaborating with federal, state, and other partners.
Preference may be given to candidates with three (3) years of experience in federal grant management and reporting. 
Preference may be given to candidates with three (3) years of experience performing forestry work, such as cruising, layout, contract preparation, contract administration, and monitoring.
Preference may be given to candidates with meeting management experience.


KNOWLEDGE: 


  • Knowledge in forest policy, federal land management, partnership programs, and federal administrative processes.
  • Skills in effective written and oral communication.
  • Skills in organizational and data management.
  • Skills and experience in meeting management and cooperative leadership.


MINIMUM QUALIFICATIONS:
 

Education:
Bachelor's Degree (typically in Forestry)

 
Experience:
0-3 years of progressive work experience (typically in Forestry) with acquired knowledge at the level of a Forestry Specialist
 
Certificates, Licenses, Registrations:
None
 
OR

 
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Forestry)
with acquired knowledge at the level of a Forestry Specialist
