PLANNING SPECIALIST III - 55002006

Develops and produces high quality digital maps using various Geographic Information System (GIS) applications. Manages the office-related elements associated with the District’s GIS database. Coordinates, develops, implements, and maintains Planning and Environmental Management Office GIS applications. Collaborates with internal and external stakeholders for developing integrated information systems for the transportation network.
 
Manages consultant contracts in accordance with applicable rules, laws and procedures. Prepares contract scopes of service and coordinates contract procurement. Participates in consultant selection process and negotiations. Prepares task work orders (TWOs), and contract or TWO supplements, and amendments, and assures timely processing. Analyzes and negotiates TWO proposals. Ensures that the quality and timeliness of contract work products meet customer expectations. Reviews and approves progress reports; approves consultant invoices and/or coordinates approval.
 
Coordinates Roadway Jurisdiction Transfer requests with local governments and other Florida Department of Transportation (FDOT) offices. Prepares transfer agreements and associated maps and coordinates reviews. Assures transfer agreements are signed by all parties. Upon completion of the process, notifies appropriate stakeholders for follow up actions. Reviews requests related to right-of-way surplus, right-of-way dedications, land leases, land donations, and permitting.
 
Performs analysis of Traffic Characteristics Inventory (TCI), Roadway Characteristics Inventory (RCI), Geographic Information System (GIS) data for completeness and quality. Ensures consistency among TCI, RCI, and GIS systems. Provides data processing in support of transportation planning projects.
 
Develops, applies and/or coordinates travel demand forecast models for the Federal Highway Administration (FHWA) mandated Urban Transportation Planning Process. Assists with conducting travel behavioral and traffic characteristics surveys/analyses; involved with conceptualizing and developing modeling procedures; collaborates to perform model calibration and validation; contributes to population/demography and other socio-economic data analyses. Coordinates developing and applying modeling procedures.
 
KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of Geographic Information System (GIS) database management and application development; Knowledge of principles of statistical and data analysis; Knowledge of contract management; Knowledge of multi-modal transportation planning processes; Skilled at problem solving and research techniques, including assessing and documenting the pros and cons of alternative strategies; Skilled in using computers and applications for word processing, presentations, and spreadsheet and database analysis; Ability to establish and maintain effective working relationships with others; Ability to compile, organize and analyze data; Ability to communicate accurately and fluently in both written and verbal manner on complex technical issues, concepts, and analysis; Ability to prioritize, schedule, and complete multiple tasks with varying degrees of importance to meet deadlines; Ability to investigate, develop, analyze, and implement innovative technologies and process improvements.
 
OTHER JOB-RELATED REQUIREMENTS FOR THIS POSITION:  Responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's Rules and Department of Transportation's invoice pocessing and warrant distribution procedures. 
 
MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and 1 year of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
