IT User Adoption Specialist

THE POSITION
Hennepin County's Information Technology (IT) department is seeking an IT User Adoption Specialist. The User Adoption Specialist will work within the Service Management Office and is accountable for designing and developing adoption processes and programs for technologies to the environment. This individual will partner with the Strategy Planning team, Release Manager, Training, Communications, and key customers to translate business and technical requirements and assist in delivering well-defined training, communication plans, technical writing, and adoption solutions. As part of our team, this position will utilize various methodologies and models to execute internal and enterprise projects.  
 
Location and hours: 
This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday between 8 a.m. – 4:30 p.m., with flexibility. While this position is designated as remote, based on current requirements hires must reside in Minnesota or Wisconsin. 

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

Once an employee reaches the maximum of the salary range, they may be eligible to receive an additional cash merit of up to $1,815.05 that can be earned annually based on performance.

Effective September 1, 2021, all new job offers are conditional based on the candidate being fully vaccinated for COVID-19. “Fully vaccinated” means 14 days after receiving the second dose in a two-dose vaccination series approved by the U.S. Food and Drug Administration (FDA) on a full or emergency-use basis, or 14 days after receiving a single-dose vaccine approved by the FDA on a full or emergency-use basis. In this position, you will: 
  • Design and deliver programs that drive end-user technology adoption and usage.
  • Define strategy for when and how to communicate with end-users during every phase of the project lifecycle.
  • Create communication plans and user adoption solutions for technologies and strategies for the IT Service Management Office and internal IT projects.
  • Coordinate with the IT Technical Training Team to define and implement project and long-term training plans.
  • Manage end user programs (Brainstorm QuickHelp) and employee technical champion groups to encourage staff adoption of new tools and concepts.
  • Develop organizational change management plans including translating and documenting technical specifications, sponsor roadmaps, coaching plans, resistance management plans, and training plans for enterprise solutions.
  • Analyze the technology workflows and needs of the current users and match the benefits of new applications for the organization and individual users.

Need to have:
  • One of the following:
  • Bachelor's degree or higher in computer science, management information systems (MIS), information technology or an approved information technology field related to the position and two years or more of IT experience.
  • Associate/vocational/technical degree in computer science, management information systems (MIS), information technology or an approved information technology field related to the position and four years or more of IT experience.
  • Completion of five college/vocational technical technology courses and four years or more of IT experience.
  • Completion of approved IT Hennepin County internship and four years or more of IT experience.
  • Six years or more of IT experience.
  • Certification in or ability to obtain certification within 6 months of hire in ITIL Foundations or other related certification as approved by management.

Nice to have:

  • Creating strategic communication plans and/or organizational change management plans.
  • Identifying new and creative ways to drive customer technology adoption and usage.
  • With executive leadership sponsorship plans and roadmaps.
  • Managing adoption, mitigating churn, and/or driving expansion opportunities across the entire project lifecycle.
  • With strategic communication plans including end-user and project communications.
  • In end-user technical education.
  • Advanced experience with Microsoft 365 applications. 
  • Advanced technical writing and communication skills.
  • Certified in organizational change management.
  • Ability to:
  • Adapt to changing organizational and operational needs.
  • Influence other team members while understanding their point of views.
  • Work across organizational boundaries to help lead and influence change.
  • Interface with a cross-section of employee groups, including executive leadership.
