Community Services Coordinator - Tri-lingual Required - (English/Spanish/Mixteco or Zapoteco)

Under direction of the Ethnic Services Manager who reports to the Ventura County Behavioral Health (VCBH) Director, will provide outreach activities to the adults, youth and families in different community settings throughout Ventura County for the Logrando Bienestar program. The Community Services Coordinator (CSC) will teach curriculum related to various mental health topics and assist potential clients in accessing VCBH services, Beacon Health Services or related services. Incumbent will work with assigned schools in providing mental health education for parents via structured parent meetings, for faculty in-service workshops, for counselors at in-service workshops, etc. Incumbent will respond to community inquiries regarding mental services and perform necessary duties as assigned.
  
The ideal candidate will possess demonstrated experience in mental health, working with difficult-to-engage populations and community engagement and an understanding of social justice matters.
 
Distinguishing Characteristics: 
 
This classification differs from other classifications in its administrative and supervisory responsibilities for a community services program with emphasis on educational outreach activities.
 
Logrando Bienestar is a program of Ventura County Behavioral Health designed to help the Latino community understand the importance of mental and emotional health, with the goal to help individuals to access services for a productive and healthy lifestyle. The program services youth and adults in Ventura County.
 
EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.
 
BILINGUAL INCENTIVE:  Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam.

Community Services Coordinator is represented by the Services Employees International Union (SEIU) and is not eligible for overtime compensation.
 
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for these position only. There are currently one (1) Regular vacancy and one (1) fixed-term vacancy.
 
TENTATIVE SCHEDULE

CLOSING DATE:  Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.
Examples Of Duties
Duties may include but are not limited to the following:
 
  • Develops, implements and evaluates community educational outreach programs, provides referral information and facilitates access to treatment programs to meet community mental health needs;
  • Plans, organizes, implements and evaluates programs and activities designed to educate the Latino community about mental health issues and provides resource and referral information;
  • Serves as liaison with representatives from county and local agencies, school districts, stakeholders, and the community to identify and resolve problems/needs;
  • Interprets and implements federal, state and county laws, regulations, and policies to insure adherence to state and county program and fiscal guidelines;
  • Identifies, collects and enters data for evaluation;
  • Prepares a variety of reports and correspondence;
  • Conducts needs assessments and evaluations on program outcomes and services;
  • Works across cultural and ethnic/racial groups to identify strategies that address local needs; and facilitate community dialogue to address unique regional cultural and ethnic perceptions and needs for mental health services and programs; and
  • Performs other related duties as required.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE: 
 
Considerable experience in community outreach, community health, mental health or education which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities also can be obtained by:
 
  • Four (4) years of experience in social work, outreach, community health, mental health or education, including responsibility for program development and implementation, and 
  • At least one (1) year of the qualifying experience must be in a community outreach program area. 
NECESSARY SPECIAL REQUIREMENTS: 
 
  • Tri-lingual skills (English/Spanish/Mixteco or Zapoteco), 
  • Must possess and maintain a valid California driver license
  • All positions will require some weekends and evenings.
OTHER REQUIREMENTS:
This position may be subject to State Health Officer Orders regarding vaccine verification and/or testing. These requirements are a condition of employment. Depending on assignment and work location(s), successful candidates for this position will be required to submit proof of vaccination and/or booster against COVID-19 or request an exemption for qualifying medical or religious reasons during the onboarding process.

Knowledge, Skills, and Abilities: 
 
Thorough knowledge of: community organization and resources; pre-screening; referral techniques; group dynamics; principles of supervision and case management; federal and state laws and ordinances applicable to the program area.
 
Working ability to: develop educational programs and evaluation plans; coordinate activities among various groups; conduct classroom training or educational workshops; communicate effectively orally and in writing; and exercise sound judgment when engaging with clients.

TRAINING and EXPERIENCE EVALUATION - 100%: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large, candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process. 
 
Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
