Preservation Planner and Grants Manager (7010323)

Salary: $1,962.28 - $2,046.75 semi-monthly

Job Location: This position is with the Missouri Department of Natural Resources, Division of State Parks, and will be located at 1659 E. Elm St., Jefferson City, MO 65101

Help communities and organizations throughout the state invest in historic preservation through preservation grants! The Missouri State Historic Preservation Office (SHPO) seeks an enthusiastic team member to help manage and fund preservation projects. This is a senior-level professional position accountable for managing and overseeing preservation grants. In this grant specialist role, you will advise on grant decisions, financial management, and compliance with Federal and state statutes and rules. Your technical expertise will help secure funding and guide participants through the grant process while supporting Missouri’s irreplaceable historic places.

What you’ll do:
  • Manage the Historic Preservation Fund (HPF) and Missouri Historic Preservation Revolving Fund to ensure they meet the requirements outlined in the HPF Grants Manual, 2 CFR 200, and all applicable state and federal laws
  • Apply for federal awards and complete grant reporting requirements
  • Prepare and distribute pre- and final grant applications, issue notice of funding opportunity, host grant application workshops, and receive and process grant applications. Organize and oversee grant scoring panel and present grant recommendations to the Missouri Advisory Council on Historic Preservation.
  • Supervise the preparation of all correspondence related to SHPO grants. Negotiate and coordinate grant agreements with grant awardees and SHPO grant monitors. Prepare contracts, easements, and NEPA documentation. 
  • Process grant requests for reimbursements.
  • Prepare and maintain the budget for the SHPO. Make budget recommendations to management and provide financial management services for the program using financial tracking spreadsheets or software.
  • Inspect all grant-funded activities to ensure conformance with the Secretary of the Interior's Standards for Rehabilitation.
  • Update the Comprehensive and Statewide Historic Preservation Plan and identify opportunities for SHPO engagement and grant partnerships.

All you need for success:
Minimum Qualifications
  • Bachelor’s degree and 3-5 years of relevant experience in grants management, historic preservation, project management, financial management, planning, or closely related specialty. (Other approved education or experience may be considered as a substitute for the required education or experience.)

Preferred Qualifications
  • Knowledge of accounting principles and practices
  • Ability to research and interpret grant guidelines, prioritize, and organize grants to meet multiple deadlines
  • Ability to formulate and track the status of detailed budgets and grant expenditures through financial accounting systems and prepare financial reports
  • Working knowledge of Microsoft Office Suite, SAM II, and maintaining electronic records and databases
  • Ability to operate a vehicle and maintain a valid vehicle operator’s license
  • Available to participate in meetings, workshops, and seminars requiring overnight travel
  • Ability to perform duties with independence, judgment, and initiative within established guidelines
  • Experience involving historic preservation, cultural resources management, and planning, including professional best practices, is strongly preferred
