General Purpose:
 
The primary purpose of this position is to support the Akron Metropolitan Housing Authority’s (“AMHA” or “Agency”) Human Resources (“HR”) department by performing a variety of technical, administrative, and analytical human resources functions, with a focus on the hiring process/onboarding, workers compensation, leave program management, and training. The incumbent will cross-train with the Human Resources Analyst – Compensation and Benefits to ensure coverage is available for all HR activities.
 
Essential Duties and Responsibilities:
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
 
  • Maintains the job postings on the job line; posts positions internally and on the website; schedules personal interviews; processes reference and background checks; puts together recommendation packets; processes offer letters on a timely basis.
  • Assists with new employee orientation; ensures new employees understand Agency policies and procedures and have a good first impression of AMHA; assists employees in completing new hire paperwork; follows up with employee and manager during the probationary period.
  • Ensures that all new hire employment forms are completed on a timely basis.
  • Ensures that job descriptions are on file, accurate and up-to-date for exempt/non-exempt positions. Maintains Authority organization charts.
  • Assists with the coordination and monitoring of training and career development program.
  • Tracks and processes all data related to the Agency’s attendance function; provides reporting to track employee attendance and the Punctuality Policy for bargaining unit employees; generates customs reports and procedures for balancing attendance data.
  • Provides payroll staff with file maintenance changes per pay period for input into the payroll system; calculates and provides payroll staff with other personnel changes including interim increases; provides finance staff with file maintenance changes affecting labor distribution; provides finance staff with accurate leave liability information; Greets visitors to department; assists visitors as appropriate; receives incoming departmental calls; provides accurate information in response to questions and comments; represents department and AMHA in a professional and courteous manner; provides excellent customer service.
  • Participates on the Agency’s wellness and safety committees; performs day to day workers compensation claims administrative functions; performs duties related to promoting wellness and safety programs throughout AMHA; processes employee injury reports; tracks and posts OSHA-required data and files reports; enters job injury data into the HRIS.
  • Supports the maintenance of AMHA’s Human Resource Information System records. Assists with maintaining employee files.
  • Keeps abreast of the new legal issues in the federal and state HR arenas; stays mindful of acceptable legal practices in the daily work place and diligently applies policies in a manner consistent with the laws.

  • Devotes appropriate attention to AMHA Strategic Plan objectives as assigned, ensuring that such goals are met or exceeded. 
  • Maintains a record of acceptable attendance and punctuality.

Knowledge of the principles and practices of personnel administration; knowledge of Federal, State, and local laws and regulations affecting HR initiatives; ability to maintain confidentiality regarding sensitive employment issues; ability to understand, interpret, and explain applicable AMHA policies and procedures with regards to workforce situations; ability to conduct and synthesize research to assist management in creating or adjusting policies and procedures; ability to coordinate events and programs for AMHA staff; ability to work effectively in a team environment with associates; capable of effectively planning projects to ensure that priorities are properly set and executed
 
Education, Experience and Certifications:
 
Bachelor’s Degree in human resources management or related field(s) preferred and a minimum of 3 years human resources generalist experience required. Comparable education and experience will be considered. Must possess a valid Ohio driver’s license and be insurable under AMHA polices.
 
Computer Skills:
 
To perform this job successfully, an individual should have knowledge of human resource information systems as well as e-mail, internet, spreadsheet, presentation and word processing software. Must be able to learn other computer software programs as required by assigned tasks.

While performing the duties of this job, the employee is frequently required to maintain a stationary position, operate computers and other office equipment, move about the office, attend onsite and offsite meetings, and communicate. The employee must be able to accurately exchange information in person, in writing and via e-mail and telephone. The employee must occasionally transport up to 10 pounds.
