The role: 
Our Office of Civil Rights is recruiting for a field coordinator for our Region 1 Portland metro area! In this role, you will provide project construction direction and support – advising and assisting in the areas of data management, Equal Employment Opportunity (EEO) compliance, and small business contracting programs. A day in the life:
  • Provide technical advice on program regulations and guidelines.
  • Work with regional staff to develop and present community outreach events in support of projects and programs.
  • Conduct contract compliance reviews on federally assisted highway construction projects.
  • Investigate and audit situations and develop corrective action plans, recommending procedural changes to help ensure compliance.
  • Ensure contracting information is entered into our database system.
  • Monitor methodologies and procedures for contracting information, determining areas for improvement.
  • Review reports and complaints submitted by staff to verify contract compliance.
  • Evaluate program operations to identify areas for improvement or non-compliance.
  • Analyze, interpret and apply laws, rules and policies to advise staff.
  • Conduct interviews for EEO compliance audits and reviews.
  • Identify training related compliance problems and recommend training goals to improve compliance with regulations.
  • Train staff members, contractors and stakeholders and identify training resources for customers. 
  • Frequent contact with federal and state stakeholders, contractors, local agencies, industry special interest groups and the public.
  • Work is a typical office environment with frequent field work and regional travel required, including construction site visits and periodic overnight travel.

What we need:
A bachelor's degree in business or public administration, behavioral or social sciences, or a related degree and two years of experience coordinating or administering a government-regulated program.
OR 
Any combination of experience or education equivalent to five years of experience coordinating or administering a government-regulated program.

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Note: You do not need to have all of these qualities to be eligible for this position. 
  • Demonstrated experience managing the administration of government-regulated programs such as Disadvantaged Business Enterprise, Emerging Small Business, Workforce Development, Title VI or other federal or state programs.
  • Demonstrated experience in building collaborative partnerships with members of the contractor community, small business advocacy organizations, community-based resource organizations, and local and regional government entities or other stakeholder groups.
  • A proven track record in developing and implementing methodologies or procedures for federal, state or other agency related programs and initiatives.
  • Demonstrated experience in resolving controversial issues and effectively mediating differences of opinion and belief systems.
  • Success in project management, public involvement, monitoring and report generation.
