Data Analyst

The Department of Commerce is looking for an experienced data analyst to launch an exciting new position working with varied sets of data from many industries. The candidate chosen will have the opportunity to build a system from the ground up, making determinations on the system architecture, what data to gather, how to present it in a digestible way, and how to use the information to better inform Utah agencies and the public.

*This position will be in the office for training, then teleworking may be an option. 

PRINCIPAL DUTIES 
In this position, you will provide department-wide support to use technology to automate, analyze, and present data. You will establish and maintain public dashboards. You will establish and maintain internal dashboards that will include data critical to the Department of Commerce's efficiency and operations. You will recommend systems and software that can be used to collect and analyze all data.

This is a senior-level job, where your duties may include but not be limited to the following: 
  • Utilizing computer software programs to store data, retrieving stored data including database inquiries to SQL and Oracle databases, analyzing retrieved data, and arranging results in a format that effectively supports the organization's production activities; 
  • Coordinating the use of information analysis related hardware, software, and data with the organization's employees and/or the public; 
  • Interfacing with data processing users to automate applications and/or resolve application and operating problems; 
  • Helping employees and customers identify better ways to utilize the system's capabilities; 
  • Ensuring deadlines are met;
  • Negotiating common standards for data formats; 
  • Assessing needs for data analysis related hardware, software, and data; 
  • Making recommendations to management for improving and/or maintaining effective information analysis support for the organization;
  • Resolving complex operation and/or data processing issues; 
  • Monitoring system performance; 
  • Making recommendations for enhancements; 
  • Reviewing systems to ensure compliance with procedures, policies, regulations; and
  • Facilitating/chair workgroups, etc.

THE IDEAL CANDIDATE 
Our model Data Analyst has:
  • Excellent written and verbal communication skills;
  • The ability to plan, organize and prioritize time and workload in order to accomplish tasks and meet deadlines;
  • The ability to utilize complex modern information technology tools;
  • Knowledge of statistical principles, methods, procedures, and standards;
  • The ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy;
  • Experience working with relational databases and SQL;
  • Experience with statistical programming languages, including knowledge of R;
  • Experience working with visualization software (Cognos Analytics, R Shiny);
  • Strong analytical aptitude and an understanding of statistical methods; and
  • Experience analyzing data for quality measures (timeliness, accuracy, completeness).

PREFERENCES
Preferences will be given to applicants with:
  • A bachelor’s degree in statistics, machine learning, mathematics, computer science, economics, or any other related quantitative field.
  • At least 4 years of related working experience in the data analytics discipline.

To date, the collection and analysis of this data has been done by managers who do not have data-specific expertise. This position would reside in Commerce's administrative group and provide department-wide support to use technology to automate and analyze data throughout the department, as well as recommend the systems and software used to collect and analyze that data.
